In Kir.g’s County, which is under the Scott Act, there are a number more or less notorious violators of the act whose offences have been taken notice of by the energetic prosecutor, Mr. Bears. Their nafnes have been made familiar to GUARDIAN readers. Mr. Scrimgeour’s name appeared fre- quently in the list of the convictions in former times as did those of Madame Dingwell, Madame Keogh, Madam Leadwell, Madam Martin, of Dundas, Madam McAula.y, of Annandale, Sarah O’(.lonnor, John J. Campbell, Wm. McNeill. Nei Campbell and wife, Joe McNeill and others. _ There are divers reasons why it was and is inconvenient for those en- gaged in the illicit sale of stimulants to keep large quantities on hand, be- cause the law gives power to its oflicers to break in, seize and confis- cate such merchandise. It is equally inconvenient to send to Charlottetown frequentlv for small quantities. And the Min- ister of Customs is made to believe that “the public interest will be sub- served thereby l” The matter of Manitoba school funds is again being discussed in a manner that suggests the possibility of its being again brought before par- liament. In brief the situation is this : Certain lands were set apart in Manitoba as school lands. and the proceeds of their sale goes into a fund at Ottawa. The province to which the fund belongs, receives annually the interest on this fund, and devotes it te the support of schools. Last year the province applied for an arl- vance of $300.00() out of the $475.00() of its fund el Ottawa. A bill was passed through the Commons to atl- vance this sum out of the fund, but the Senate’s action is two-fold. In the first place there is more than a willingness to reject one of the Liurier government’s measures.
