He pointed out that this was indicative of three things: "l. Increase in the number of securities available to in- vestors. "2. Increase in the market value of securities. "3_ Increase in speculation. "In a growing country the development of its resources produces new securities. Pros- perous times result in the en- hancement in value of securi- ties and for these reasons it is clear that. the two first men- tioned causes for the increase in Call Loans are at least to some extent justified. As to the third. it is obvious that speculation has reached n dangerous stage. The best- informcd financial and brok- erage films are already oper- ating on all unusually conser- vative basis by calling for in- creased margins. by declining to open new accounts and by restricting the liability of their customers to reasonable a cunts.
