Before the Chief Justice and Jufage Peters. | NOVEMBER 8, 1880 Patriot on the ‘‘ Unexpectec Change. The THE unblushing rn pu lence of the Pat- riot’s prate about ‘‘ servile supporters will | be recognized by all who know that in this Province the oncs honoret! name of P has become a synonym for truckling ser vility. As one cit eur mast ent corres: pondents remarks, “* the Patriot defends his Party whether right or wrong. constantly, invaria! rh vy regardlessly of truth or princi} ple has the Patriet truckled to its Party, that its fyles [rom year. exbibit a mass of 1 tencies ; atrie mo and nconsisi year the bulk of which is second to that shown by the Halifax Chronicle only because the Chronicle is the older paper of the two. But for its audacity of statement and its facility of Sr the Patriot would be as utterly ptible—as the New Era. With such a character as this the Patriot attacks our representatives for having hitherto given the present Government an unwavering support. If it were not in stinct with turpitude it would, imstead, have pleaded this unwavering support as one reason why the Government should, with alacrity, acceed to the demand ef ou conte representatives for the recognition of an undoubted right which has hitherto been . . ; >» denied this Province by both parties. but oring it just as the imight EXAMINER, shun the it shuns a course which into unison with the naturally as the evil servile, the independent. The Patriot makes light the Island to equality of pointment and promotion of } gooa, or of the claim of right the ap- Railway and in Civil Service officials. It says we ‘‘ make much ado about nothing.” Now, John Stewart M%!l says that the = first condition necessary to a_ federation auch as that of the Dominion of Canada, ‘‘a sutlicient amount of mutual sympathy among the populations.’ But is it possible te have this, w then one of the populations s placed under a disabi lity by the General Government, because it 1s ama)! and p* itically weak ? Mill gocs on to say that ‘‘ the sympathies available for the purpose of a Federation are those of race, language, religion, and above ali of political 1Ns stitutions as c ducing most toa feeling of identity of pol itical interest. But how can there be ‘‘identity of volitical interest,’ when the chief places o* one of the ‘‘ political institutions,” are practically elosed to one of the members of the Federa- tion? Lord Brougham says ‘‘it is of the easence of this ers Federal Union that ats dijfere: it members should have equal rights and that ail sho uld bear a part Lib the central admiistration.”’ Wemightquote many other authors to show that this right to equality which wejhave been preferring is, so far fr m being a matter of no account, as the Patriot says it is, that its re cognitic m by the Gen- eral Government is considered to be abso- lutely necessary to tho success of a union such as that of this Province with Canada. The Patriot says it has no sympathy with this ‘foreign cry.” Neither has the atnerk. But tho Examiner has sy mpathy with efficient officials, who, solely because they happen to be isianders, or happen to be stationed in the Island, are Ex- subordinate proscribed from the higher offices of both this and the other Provinces, and are condemned to labor on _ with- out hope or prospect of promotion. ‘no Islander to The Patriot also says that has received the training make him an eflicient Superintendent Now, it will be remembered that a few years ago, a conductor on the Island Rail- way—| Mr. K. H. Brennan-—resi; gned, aud left for a Province in which abi re- cognized ; that, in a comparatively short space of time he worked his way up till he became Superintendent of a railway as cif. ficult to manage as the Island Railway is, aud that he has proved so eflicient and suc- cessful in his oftice that he is now in the receipt of a handsome salary. Had Mr. Brennan remained in the Island he would now be in precisely the same position as Messrs. Stronach, Williams, Hodgson, Me- Gowan, Kelly and many others—some of them men of warked natural «bility—all of them well-trained,ellicient_officials—who have remained in the employ of the Island Railway .from the beginuing,—without a hope or prospect of promotion to higher positions, either on Island or necessary lity 18 ? tne mainland. Weare inclined to think that the Patrivi holds Island ability much too cheaply. But we are glad to see that it is Messrs. oni) 1 rentia- Zenugs willing to admit the ability of Williams and Stronach: and we have to remark that had either of these men been appointed Superintendent, or been promoted according to their deserts, there would now be a chance for subordin- ate officials who deserve promotion—and some hope in the future. When Lord Dufferin visited us he con- gtatulated the Island, because he said : larger fand more important field would be open to the tale mts and abilities: of our public men — ‘‘including of. course, our public officials; and, when he was in British Columbia, dealing with a griev- ance of the people of that Province, he said: ‘* Woe betide the Government or states- men who, because its inhabitants are few in number and politically of small account should disregard the wishes or carelessly dismiss the representations, however bluff, boisterous or downright, of the feeblest ot | our distant Colonies. ” In conoludiug this article, we cannot, perhaps, do better than commend these words of Lord Dufferin to the consideration of Sir Charies Tupper. gE SS Tue Fire Department under the direction | of the Chief Engineer, have sunk a weil at the East end of the town, and have struck a stream of water, which takes two ae pumps to keep down so that the well digz may go on with his work.
