It came in the decision of the King Government to restore immediately the right nf individuals of recourse to the courts against edicts of officials administering price ceilings and other controls. At the present time the status of the official alone renders him above the low in the performance of his duties. In a free country, under democracy, says the Journal, no citizen, except under conditions of mortal peril to the State, should be denied his day in court. Yet increasingly in recent years we have hcd the tendency of government get- ting more and more away from superintendence by law—practising, in effect, a lawlessness of its own. It was carried to extreme lengths in Ontario by the Hepburn administration. Mr. Gardiner‘: Pulley The result of Rt. Hon. J. G. Gardiner’; ltatement in the House of Commons on coarse grains, says the Winnipeg Free Press (Liberal) will be further to confuse an already confused policy. This is unfortunate, because an in- creased production of coarse grains and of the hogs, dairy products, ctc., which depend upon these grains is greatly needed. Mr. Gardiner announced a policy in the House of Commons on March I7. He changed that policy in a speech made at Branden on April I. Later he reverted to the March I7 policy. Prior to March I7, the policy was as fol- lows: The ceiling price of barley was 64 3-4 cents and of oats 5I I-2 cents per bushel. In addition to the ceiling, the government paid I5 cents per bushel on barley as an equalization fee.‘ This was to compensate farmer's for being denied the right to export to the United States when much higher prices prevail. The farmer who fed these grains could buy them at the ceiling price which, on barley, was I5 cents less than it was worth to the grower. This discrim- motion, coupled with free freight transporta- tion from fort William east, had the effect of seriously reducing the hog output of the West. Ori ‘March I7, Mr. Gardiner announced that the coiling price of barley would lie rgiggd r0 93 cents and of oats to 65 cents. Tlio equal- ization payment on barley of I5 cents per bus- hel would be dropped. New subsidies of Z5 cents per bushel on barley and I0 cents on oats would be paid to feeders.
