The fact is too much overlooked that the City Government touches :the average citizen atjmore points, has more to do with his comfort, convenience and happi- ness ami can more effectually make or mar the good order and well-being of the rrnrneriiate cornnrunily in wlrlch we live than either the Provincial or Federal lovernrncnt or imgislntures.
