Today the nominations take place for
the oilloes of Mayor and Councillors. We
do not propose to offer any specific advita
to our readers as to nlronr they shall
rrorrrinate or for whom they shall vote,
but we will vent-are the ohserrrntiun that
the election of good rnen for these posi-
tions in as vitally irrrportant as for any
other elective positions in tire land.
The fact is too much overlooked that the
City Government touches :the average
citizen atjmore points, has more to do
with his comfort, convenience and happi-
ness ami can more effectually make or
mar the good order and well-being of the
rrnrneriiate cornnrunily in wlrlch we live
than either the Provincial or Federal
lovernrncnt or imgislntures.
The City Government has to do with
nrr streets, sirlewalks, water supply, and
sewerage. the lighting of our city, the
prcscrvrrtlorr of peace and order, and of
the tublie health. the protection of our
lives and property from fire and from
c.~iminals. lt has large taxing powers,
and large borrowing powers which may
rneanbnrdensiu the years to come. Il
is entrusted with the keeping of our
honcr and credit asa city, and we shall
be known and accredited at home and
abroad by the manner of men we select
for thc 1\Iayor`r. ehnlr and for seats at the
Cauncil Board. It is needless to sav that
we ought to select capable, honest, publir ~
spirited and reliable men to fill these
positions. And we may add that it is no
small privilege tirat our charter
permits us u frec choice o
men to whom we shall entrusl
these honor-sfarrd responsibilities for the
two years to conre.
Good men cannot be elected unless good
men are norninntcd today. Hence the inr-
portancc of thc duy's duties. In this re-
gard there is usually a painful apathy
:rmong the citizens of this and other
cities. It too often happens that the
men who profess the deepest interest in
the moral welfare of tire community in
wlrich they live take little or no thought
in regard lo the choice of men for the
City Council, This apathy is not to their
credit. Ill fares the City where its
Christian and moral elements ignore the
._~ivic election. llow much depends upon
having tire right man inthe right plaoel
Now we shall doubtless have _just as good

wedcserve to have, for the people lravc

include much more rapid voting and the
avoidance [ol spoiled ballots. Bye and

way to tamper with the voting machines
as they do with the old-fashioned ballot

voted to nvoka the operation of tha

and the Prohlbitory Law came into
force. The dau is, we an advised,
thirty days from the time of the election
at which the Temperance Act was
condemned. that is on March 3.
Where the Canada Temperance Act
has been In force nndan election has

majority against the Act., the Govemor
General issues an Order in Council thirty
days after tiuch election resclndlng the
previous Order in Council which brought
the Aetlnlo force. Imrnediatrly on this
action by the Governor General the
Canada Temperance Act ceases tobe
in force and the Provincial Prohibitory
Law comes into operation.
Both political parties in Canada are
cornaritterl to the payment of bounties on
iron and steel. lifr. Fielding enlarged the
bounty system to include lead and
petroleum. Under the bounty system the
production of iron and steel in Canada
hrs greatly increased within ten years
past, but the production of native iron
ore has not increased. In fact the use of
Nova Scotia ore has practically ceased.
Phe Sydney and North Sydney industries
import their ore from Newfoundland.
Lastyenr they brought in over half n
million tons of ore and it is Stated that
they did not use a thousand tous of native
ore. More than u thousand men were
employed in Newfoundland mining ore
