These officers together will be known as the Exec— utive of the U.P.E.I.S.U. 3. Each member of the Ex— ecutive will’have one vote ONLY. ARTICLE IX - POWERS and Duties of Executive Officers 1. The President shall: a) be chief executive of the union. b) be official spokesman of the union. c) call all meetings of the union (council,general,ex— iecutive,annual,emergency,) d) be responsible for the direction and integration of all activities. e) be a member of the univer- sity Senate. f) preside over all meetings of the General Assembly and Executive or ask the Speaker to do so in his absence. g) be bound to call a coun— cil meeting within 48 hours of receiving a petition signed by 5% of the student body or 2/3 majority in Council requesting such a meeting. h) prepare agenda in con— sultation with the Executive prior to all meetings and publish the agenda 24 hours prior to all regular meet- ings. i) call Executive meetings prior to regular council meetings. \ j) issue a "state of the Union" address within 30 days prior to the termin— ation of office.’ k) carry out resolutions of Council when applicable. 1) issue a statement of direction within 14 days of election. m) appoint advisory comm— Iittees.to study topics which council considers pertinent. n) preform other duties as required. The Vice — President shall: a) be responsible for the co-ordination of the act— ivities of the Union's sub— organizations,and be res— .poSible for them to council, with the exception of those included under communication Officer. b) be a member of Senate and assume the duties of the president in his absence. c) be responsible for comm— unity,provincil,national and international organi— sations, and be responsible for the appropriate committ- ees. d) preform other duties as required.- : ' = 3. The Treasurer shall: a) be a member of the Board -of Governors b) be responsible for the financial administration of Union funds Jilin ed to nsli-‘Ilit ion ’ c) be chairman of a finance Committee composed of the Comptroller,Treasurer,and other members of the union as appointed by the council. d) submit on request a fin- ancial statement of the Union funds not less than monthly at council meetings. e) submit the results of the yearly audit not less than 14 days after termina- tion of office. I, f) permit students to access to financial records of the Union within 24 hours of re—' quest,proper1y posted. g) keep regular business not less than 10 hours per week and not less than 1 hour per week day. h) keep a clear and accurate account of all financil tran— sactions of the Union. i) be the co-signing auth— ority with the Comptroller j) preform other duties as required. 4. The Comptroller shall: a) be responsible for all physical facilities which are student owned or stud— ent controlled and be respon- sible for the appropriate committees. b) be a co-signing authority with the Treasurer ' c) be Chairman of the "Cof— fee Shop Board of Governors? if applicable. " d) be responsible for Cam— ~“ pus Police. e) be a member of the Fin— ance Committee. f) preform other duties as required. 5. The Communications Off- New STi M U LA. —a superior c0ntraceptiv 4555. :r shall: a) be responsible for the following committees:the Cadre,Radio CIMN,Student Di- rectory m . b) be responsible for all internal and external ad— vertising of the U.P.E.I.S.U. c) promote communications between the sub—organization& d) preform other duties as required. ARTICLE X — OATH of Office 1. All Executive Members shall take an oath of Off— ice stating that they will follow the constitution and shall agree to serve out their full term.The Speaker shall administer the Oath. ARTICLE XI — POWERS and Duties of Speaker and Re— cording Secretary 1. The Speaker shall: a) preside OVer all meetings of the Council and the Gen— eral Membership meetings and Executive Concil Meet— ings. I b) interpret the Constituthm and its bylaws subject to the Student Judicial Comm— ittee and enforce the rules of Parliment by procedure accordingdto Robert's Rules of Order.
