Tuere are those in Charlottetown to-day, whese parents, sons, brothers and relatives are enjoying the sweets of office under Sir John’s Government, and at the same time are making use of their positions to abuse and misrepresent every act of that Govern. ment at whose bountiful table they partake of their daily bread. Surely, common decency should teach those « fiicials, at least, not to act the part of political fire- brands. It is not enough for those to whom we allude, it seems, to occupy positions to which in justice they are not entitled, but, in addition to that, they must add insult to in- jury by doing all in their power, by word and deed, to injure the very Government which feeds them.

Under the poliey of the Mackenzie Govern- ment, on the other hand, the resources of the country were undeveloped, mines and manufactures were reduced almost to a standstill, and the treasury was worse than empty—its only possession being a large and annually increasing deficit. These are facts, gentlemen; if auy one be disposed to doubt them, I shall have much pleasure when we meet, in proving them beyond dispute, and I trust to the good sense and patriotism of the Etectors of Queen’s County not to aid in put- ting men in power whose manifest incapacity reduced our cozatiy to the confines of ruin.

The attacks of the Opposition on the policy adopted by the Gove:nment for the building of the Canada Pacific Railway and the devel- opment of the Great North-West, are effectu- aly and most satisfactorily answered, and the wisdom of that policy triumphantly confirmed by the vast and daily stream of immigration now pouring into that great and increasing fertile portion of our courtry.

The question of our claim to a portion of the Fisuery Award is one of great difficulty. chi fly due to the fact that the Terms of Union agreed to by the Laird-Haythorne Delegation stipulated that the other Pro- vinces shou d participate equally in the Award

with. this Island, and,.to. the fact that our distinctive claim was not urged before the Fishery Commis- sion. I believe, however, that there

is still a chance of our receiving @ portion; and, if elected, I wil use every effort to see that justice is done in this matter,

GENTLEMEN, —

Again I have the honor of soliciting your suffiages at the Election to be held for the Dominion House of Commons on the 20th June next,

thanking you for the support you formerly accorded to me as a representative of the Liberal Conservative Party in this Province at a time when its policy was first inaugurated, I can now the more confidently appeal to you when we know the success which has foliowed the introduction of that policy,

As one of your representatives in Parliament for the past four years, my views upon most of tlie lezaig questions of the day are known to you. :

Asupporter of the Liberal Conservative Party of the Dominion, I have endeavored, having your espectal interests in view, to assist the present Goverument in its mapy measures advancing the material interests of Canada,

Without increasing our taxation it has been able to establish and foster great manufactur- ing and commercial indus'ries, and by wise and jadicious legislation materially to adva«-ce the prosperity of the whole people, A yearly surplus in the treasury has proved its capacity for admivistering the finances of the country, and enabled us to-day to enjoy free of duty some of the necessaries of life.

The unprecedented development aad peop- ling of the North West Territories has been the result of the contract made by the present Government with the Canada Pacific Kailway Company, in the face of the bitverest opport- tion for some time past given to any publie measure. A year’s experience has more than jusufied the Gover: ment in that act, and falsified every prediction against its success.

I will not deceive you by announcing my- se'fa Free Trader. 1 will be as honest as Mr. Blake, the Leader of the Reform Party, and, using his words in his recent address, say, ** Free Trade is for us impossible, and the issue is whether the present tariff is ect or detective and unjust.” Ihave no hesitation in upholding the present tariff, believing it to be tramed in the best mterests of the whole Dominion, and that its adoption has infused new life and vigor into our country, lifting it out of the condition of prostration into which it had suvk four years ago.

The settled policy of both parties is adverse to Free Trade. It is dishonest to attempt to conceal the fact. I ask your su on DO false issue, but if elected by you will always feel it my duty in the adjustment of the Tariff, to see that the particular interests of this Pro- vince are not overlooked.

Our claim to a pertion of the Fisher Award is ove of paramount importance. } regret that hitherto our efforts to ubtain its recognition have been unavailing with both political parties. We have, at least, the satisfaction of knowing that po time or op- portunity has been lost im presenting it. Finding that our cla ms singly and apart from that of the Maritime Provinces, would not be entertained favorebly by the House, I,with the other representatives of this Island, joined hands with the representatives of the Maritime Provinces and pressed our case upon the Dominion Parliament with a strength only to be gained by united action. You are aware of the failure of that effort, and the pro- nounced opinions of the leaders of both par- ties asainst us. It is greatly to be regretted that the separate and distinct claim of the Island was not, at the settlement of the case presented before the Fishery Commis- sion at Halifax. duly made and claimed. it was an inexcusable oversight on the part of the counsel representing this Island, For although recognizing the fact that the arbi- trarors could by no possibijity have made s separate award in our case, the fact of our having a distinct claim, jad it thus been brought to the notice of the tritish Agent, would have placed us in a much be ter i- tion when distribution w s made a.d New- toundland paid a portion of the award.
