That, was an interesting and in- formative address which Mr. Clive Currie, local resident engineer of the Federal Department of Public Works, delivered to a joint meeting of PEI. and NB. Rotary Clubs aboard the ferry “Abegweit”. It seemed to cover most of the prob- lems connected with the causeway proposal—its probable cost and its advantages over the ferry system. We are especially pleased that Mr. Currie noted the fact that trans- portation to and from this Province with the facilities now available is hiadequate.

Mr. Currie’s general thesis was that, if and when the tests now under way show a causeway to be economically feasible it will be built; and that, of course, will do away with the need for ferries. He did not give a guess as to how long these tests will take. A conservative estimate is anywhere from 2 to 5 years. Should the tests prove the feasibility of a causeway, it will be another 5 years at least beforé the ferries can be done away with. It can be said, therefore, that it will be at least another seven, eight or ten years—probably longer—before the present system can possibly give

~way to a causewayweven assuming

that everything goes along without interruption. We do not think that Mr. Currie or any other engineer would dispute this estimate—except perhaps to lengthen it. considerably. The Guardian has warmly sup- ported the causeway project from the start, without, of course, pro- fessing any expert knowledge as to its feasibility. We leave that to those competent to discuss the matter. We hold the general unofﬁcial View that it is not only feasible but econ- omically sound, and this seems also to be the official opinion, which it is to be hoped will be fully establish- ed in due course. But meanwhile, we do not think that the people of this Province should have to put up with inadequate transportation for the next seven, eight or ten years in the hope that a better means of pervice will be available at that. time. No doubt; Mr. Currie, being an engineer and not a policy maker, regards this question as being out- side his province. It is not outside the province of our federal repre- sentatives, however. We trust, though we have seen no evidence of it. that each, man is putting his best. foot forward in this respect.

SprInghIll's Future , The spirit of the people of Springhill, despite three major dis— asters in less than three years, re- mains magnificent. Magnificent, too, are the sympathy and the fin— ancial aid which have come to the stricken town from all parts of Can- ada and places beyond our borders. But a magnificent spirit and: a na- tional sense of neighbourliness are not enough reasonably to guarantee the. security of the town in the fut- ure. it Inay‘woll be that the. time has come to write “i‘inis” to Spring- hill a as mining centre. ‘

It is .oblvlous that neither of the'

two pits, No. 2 or No. 4.. can ever again be considered reasonably Iafe. in the light of this, would it not be better for all concerned to seal up the mines and make plans, if that be possible. for industrial activity of another kind? The final decision, of course, rests with the Company and the miners themsel- ves. Nevertheless. in an important way, this is a national problem. Can- adians everywhere are helpingand will continue to help in the immedi- ate task ahead—the cushioning of the shock by financial contribut- ions and other assistance. But from coast to coast there will be abhor- rence at the thought of the mines’ continuing to operate. citizens as mining and much less hazardous.

All mining, of course, is hazar- dous. even under the. best conditions, but in Springhill it has proved to be, disastrous; and there can be no reasonable guarantee that. the fu- ture——if the mines continue to oper- atc——-\vill be any better, any less grievous, than the 1956 and 1958 periods of calamity.

Fishermen's Club

According to an item in the St. John’s Daily News, the Newfound- land Government is making arrange- ments to open a club especially for fishermen in the KingGeorge V Institute in St. John’s. This, we be- lieve, is the first institution of its kind in the Atlantic region. At least, we have never heard of any other.

For three months of the year. mid—May to mid-October, the club will be used by Portuguese fisher- men and sailors who come to the port from their ventures on the Grand Banks. For the other seven months it will be available to New- foundland fimermen and sailors, thousands of whom come to the capital city for various periods of time during the late fall and early spring.

The Rotary Club of St. John’s has undertaken to supply the club with such things as radio and tele- vision sets, writing tables, news- papers and magazines. The fish merchants of St. John’s have offer— ed to lend a hand financially.

Portuguese fishermen have been coming to St. John’s for centuries. They are law abiding and popular visitors. No doubt, they will ap- preciate this interest in their be-

half.

As noted yesterday, the Federal Government’s offer to assist provin- ces and municipalities in financing winter employment is most welcome. There is at present, however, some ambiguity in the terms of the offer, which are to pay 50 per cent of the direct payroll costs of the projects. If this means 50 per cent of the actual money paid out in labour, regardless of other expenditures, the burden on the provinces and municipalities could still be excessive in many cas- es. There may, however, be another and more satisfactory interpretation of the Federal conditions, which we shall await with interest.

Some Witches. self-appointed wardlans of the Liberal consci— ence. two months ago imagined that they saw a witch—hunter sitt- ing in every Conservative’s seat in Parliament. But. now they are in full retreat all across Canada, after taking a sober second look at the exposure of past Liberal misdemeanours, and at. the cri— ticism which those exposures stirred up.

The House of Commons Com’ mittee on Public Accounts uncov- ered the fact that the new Gov- ernment Printing Bureau building was planned to cost. six million dollars. but that after four years of Libepal construction it had al- ready cost nearly three times that enormous price and was still unfinished and afloat on an un-

Liberals tried to drown the an- guished protest by overataxed voters. They set up a counter-cry of “Wimhliunbers”. claiming that the leading Conservative M.P. on the committee, Mr. David .I. Wal- ker.“ was being uncountly in his questioning of witnesses. and was using unfair methods. Many ac- cused Mr. Walker of hunting wit- ches in the style of the late U.S. Sena-tor Joseph McCarthy.

Last Friday. 24th October. one of the most lurid critics retreated in complete surrender. The. Tor- onto Star a newspaper never ex- actly sympathetic to the Diefen- baker Government. published a long statement on its front page under the headline: "Sta-r apology to David J. Walker."

“The Toronto Star published editorials which accused Mr. Wal- ker of using unfair tactics in his examination of civil servants. of bullying and displaying rudeness to civil servants and. using third degree methods in his examina- tion of them.” '

Tlhe apology then admitted that “these charges against Mr. Wail- ker were unfounded.”

“J‘he editorials also suggested that, Mr. Walker would not allow his political career to be. held back by a sense of fair play."

Again The Star was omnpletn and generous in its retraction. “This comment was improper and

unjustiﬁed," if admitted. and concluded: “The Star gladly pub— lishes this apology and expresses us regrets to Mr. Walker."

AN HONORABLE COUNSEL

That matches the. opinion of this c o l u m n, published two months ago, that “the leading Conservative on the. committee. David Walker. Q.C.. has not in any sense. as has been suggested by the critics. damaged. either Parliament‘s dignity or the sta- tus of our senior civil servants."

Mr. Walker has been in Par— liament. only a short time: but he has been a leading counsel at the Bar for a long time. Enjoying the honourable appointment as a Queen's Counsel, he knows how an examination and a cross~ex— rumination of a witness should be. conducted with propriety. A Queen's Counsel knows the rules, and does not. flout them. sepeci- ally when he is operating not in an ordinary court of law but, as David Walker was. in the highest court of the land. Parliament.

The. Star's criticism. now up ologetically withdrawn, overlook- ed. the fact that David Walker commands very high fees as a counsel, far higher than the corn- parraative pittance paid to our book privates in Panliamoemi. He is not. seeking a "political career" in Parliament: at. the. height, of his career he is dropping it to do what most. wealbhly Canadians are too greedy to do.

And for this great credit must be given to Mr. Walker. as to some other M.Ps. He is devoting his time. all a considerable Butan- cial sacrifice to himself. to try to help our Parliament to make Canada a better place tor other Canadians who have been less successful than he has.

London~Mighiy Metropolis

To say that London is one of the greatest cities in the World is an understatement for here in this mighty metropolis one deals in superlatives. London is one. of the largest cities in the world and also it is among the oldest. It is the heart of the. economic and commercial life of Britain and is an intellectual and cul- tural centre of high attainments. It is also the seat of government for the United Kingdom and the overseas dependent empire. It is the capital of one of the great powers of the world.

Actually. there are several Londons; the city proper is a small area of 677 acres located in the centre of «the metropoli— tan area. The City of London's Government is presided over by the Lord Mayor. who holds of- fice for one year and resides at historic Mansion House.

It is in the City that the great ﬁnancial institutions are loca- ted, the stock exchange, the Bank of England and the head offices of ancient financial hous— es with world wide connections. During office hours the City of London is thronged with people associated with great financial undertakings, but the City is not. a residential district. like Lower Manhattan it is an area of offices and while there are many thou» sands during the day the night population of the City of Lon- don is very small, it was given as 5.324 in the latest census. GREAT URBAN AREA Not readily does one make this distinction between the City of London and the rest of the met— ropolitan area. When we think of London most of us have in mind that great urban area which stretches for many miles and which has a population of eight or nine million people. For many years thtre was some argu- ment as to whether or not New York (‘iiy or London was the most populous in lhr‘ “orld. and Not all statisticians are as yet prepared to accept New York's contention that its nine million inhabitants put it in the fore- front in the population competi- lion.

boroughs one ﬁnds many names which have. a familiar ring in B r i t i s h history; Kensington. Marleybone. Bethna Green. Lam- betih. Greenwich and of course; Westminster, which is one of the most famous of all since it has for centuries contained the seat of government for the Bri- tish nation.

The 28 boroughs together com~ prise the County of London which is governed in local matters by the London County Council a body which gives many a Bri— tisi politician his first taste of public life. There are other Lon- dons as well. the Metropolitan Police District embraces a slightly larger area than that. comprised in the boroughs and city combined. Then there is the. part of London which has other governmental functions and authority.

THE NAMES

As with many great cities in the world. London is located on a river and the Thames carries the commerce of many parts of the world. It also adds greatly to the beauty of a city which over the years has expressed it- self artiitically in the erection of beautiful and graceful bridges. The Victoria Embankment. along the Thames. is a favorite spot for visitors and Londoners alike and down through the years the Thames has evoked an appreciative response from those who look upon its beauty.

London is an old city. It had an important function in Roman times and in the, Saxon and Nor- man period early became one of the important. parts of the do main. The Magma Charla of 1215 makes reference in the special privileges of the Londoners and the special place it occupied in the nation. The historians. tIhe. novelists and the poets have made famous many areas in this great cin.

The. names of the streets, of churches. of parks. all take on a special meaning when seen for the first lilnt‘ after having been learned about in the pages of a book or in the line: of a poem. Lonan is a city of monu- ments and memorials and the. British people haw a sense of history and a proud and proper recollection. of the great role which they played in the course of human history. Warriors of a bygone age. are immortalized in statues in public places. but not warriors alone; humanitarians. scholars. artists. specialists in the heart of government. and politics, contributors to man- kind‘s betterment, in many roles are recalled to memory.

In this connection of course the most famous of all is West~ minister Abbey, or as it. is pro- perly called, The Collegiate Church of St. Peter. In this an- cient: edifice has taken place the coronation of every British mon- arch since. William I was crown- ed in the year 1066. Here. he the very great men of letters. gov» ernment and the law and here one can see more vividly than else ere the. continuity and the. glory of the British people. WESTMINSTER PALACE

Not far from Westminster Ab- bey is the Palace of Westminster which is the home of the Birt- tish parliament, that remark- able democratic institution from which the legislatures of many countries have taken their pat- tern and example. The British parliament. buildings are beau— tiful. graceful in structure and contour. The. present building was erected in 1840 on the. site of an old ’l‘udor palace.
