ALEXANDER MARTIN'S ABLE SPEECH. Mr, Welsh is Done For.
A large meeting greeted the candidates
count of being so busy putting in their crops. Ephraim Gallant, Esq., occupied the chair. The speakers of the evening were Messr«. Welsh, Martin, Peters, Stew- art, Farquharson, Jenkins and Doyle in the order named.
On account of the number of speakers, the candidates were limited to forty min- utes, the other speakers to thirty.
Mr. Welsh gave an account of his stewardship, and a miserabie one it was. He was obliged to confess that he had done nothing for tue people of the Island,
he had no influence with the Miuisters who had promised him something several] times, but never given it. He said very
ttle about the branch railways, being evidently afraid to touch tha! import- int point, and wound up by relating his famous exploit in the House,—how he -ingle-handed had fought the Chignecto ~hip Railway Bill and, wen by a majority f ene, forgetting, however, to relate that his colleague, Mr. Davies, had voted izainst him on that very motion.
Mr. Welsh’s support in Rustico is ex- eelingly weak,— if we except the grit sontingent who were there from town, and ialf adozen New Glasgow “ Peters men,” vho did much of the applauding for their ide and much interrupting when the ther side spoke.
Mr. Martin was enthusiastically re- eived and made a very forcible and tell ng speech. He exposed the schemes and actic; employed by the grits in their can- as3 io try and deceive the electors on the ‘ranch railways aad the schos! question. le gave a brief outline of this latter ques- ion, and said he was for settling this juestion according to the constitution, as tefined by the highest authority in the land.
The reception of Messrs. Pe‘ers and Farquharson was decided!y cool, and the mention by them of Dominion Government extravagance and taxation brought hoot from the audience, who considered it any- thing but fitting for our leaders in Previn- cial affairs to talk of taxation and extrava- gance !
Mr. Stewart was in good form and de- nounced the Liberals for their shuffling policies and their mismanagement of pro vincia] affairs, in no nocertain terms. He was listened to attentively and frequently applauded.
Dr. Jenkins spoke briefly and to the
point. He referred to preferential trade and its advantages; how the sentiment
in England tended towards closer relations between the mother country and the col- onies, and he had no doubt that agitation of this question ia Canada would be pro- juctive of the best results.
Mr. Welsh then tried to move a vote of thanks to the chairman but the audience would not hear of it until they had heard from one of themselves, and called loudly for Mr. Thomas Doyle, who at their in- stance came forward amidst cheers. He scored the Liberals again and again, and showed that their talk of free trade, unre- stricted reciprocity, commercial union and their many other policies was all buncombe

Be it enacted by the City Coune!) of the City of Charlottetown as follows:
Ist, Therate of Assessment on. Meal Estate fora Waterworks Fund under said Statute for the year Commencing the first day of Jan- uary, A D 1896, and ending the thirty-first day of December, A. D. 1896, is hereby specified and fixed at the rateof one-eighth of one per cent on every dollar of the value of Real Es- tate as assessed by the Assessors of the said City of Charlottetown in the general Assess ment Book and Valuation Roll of all Real Es- tate and Personal Property liable to taxation in sid City, and all persons liable to pay Poll Tax therein made and duly returned by them on the eleventh day of April A. D. 1896
2nd, The rate of Assessment on Personal Property for such Water Works Fund for the year commencing the firat day of January A D 1596, and ending the thirty-first day ot December, A. D., 1896, is hereby specified and fixed at t: e rate of one-eighth of one per cent onevery dollar of the value of Personal Proper- ty as assessed by the Assessors of the said City in the said General Assessment Book and Va- luation Roll, made and duly returned by them as aforesaid.
