would venture to say that the prim-I ary causes of drinking by the service man are because of the attitudes of the civilian population themsleves.

These causes are covered tinder the following headings: I

1. Failure of civilians or organiz- ations to provide adequate enter- tainment. for off-duty hours.

2. Indifference and lack of inter- est in the service man's welfare.

3. Insufficient; sociability acid fall-

ure to regard the service man as a n

human being.

4. Disregard for the service man's right to enjoy the privileges extend- ed to the general public.

5. Undue and unjust criticism of the war effort.

6. No general effort f0 bring the service man into the contacts 0i, home life.
