Ov moving the first reading, the Hon. Mr. Fisher gave a brief eummary of the contents ef the bill. It provides that only one question shail be submitted, to read as follows:—*‘Are you iv favor of the pas- rage Of an act protecting the importation, manufacture or fale of epirits, wine, ale, beer, cider, and ether intoxicating iiquors used as beverages ?

The remainder ofthe bill contains the -n a sbinery for taking and recording the vote

Persons qualified to vote are those en- titled to vot2 at Federa) elections.

The government is authorized tofix a date and appoint the returning officers.

O rgenizations on each side of the ques- tion are permitted to have @ representation at the polls.

Loxpowx, April 22.—Sir Michael Hicks Beach, the Chancellor of the Exchequer presented the budget statement in the Mouse of Commons yesterday. He etaid that country was prosperous and thet the apex of prosperity bad mot vet been rea: hed.

The anrplus he added amounsud to £3,678,000 of which £2,550,000 had been appropriated for public buildings. The Chancellor alse informed the House that the National Debt had been reduced by £6,605,000. He poinkd out that the total expenditure exceeded the record, £115 009,000, or £395,000 pounds, above the estimate. Yet, he added, the treasury is no: depieted, and could meet still any unforseen call.

The Chancellor estimated the expendi-| ® ture for bomiag year st £106,829,000 and the revenue at £108,615,000,
