Bis Honor T. Hears Havisann, Q. Us Lieutenant Governor, opened the Legisla- ture of thir Province to-day. The Guard of Honer in attendance was composed of men from Companies Nos. 4, 5 and 6 of the 89nd Battalion, under command of Major Mabon, of Little York. The guard was headed by the Battalion Band At three o'cleck His Honor and Suite, ac- companied by Judges of Court, Col. Gray, Captain Maxwell, R. Bis Lieut. Dixon, R. N., Lieut. Bolton, R. N., and several officers of the Provincial Militia, arrived at the Council Chamber, which was and gentlemen. His Honer, on arrival, was pleased to command the attendance of the members of the House of Assembly at the bar of the chamber. They appeared and after the usual formalities, His Honor was pleased to read the following

It gives me much pleasure to inaugurate my official intercourse with the representatives of the people ef this my native Province.

I have called you together at the period which experience has shewn to be most con-

With your co- operation and aid, | contidently look forward to see Prince kdward make rapid strides in (ie advancement of her husbandry, and { truss that you will, during the present session, a opt such measures as shall tend to stimulate and encourage the efforts of our agriculturists and artizans.

The Hespital for the Insane has been com pleted and furnished, and is now occupied by a number of patients who are experiencing its benefiss. ‘The premises formerly occupied as a Luvatic Asylum are no longer required for that purpose, aifd a Bill authorizing their sale will be su »mitted for your consideration.

You wiil be asked to consider the question of taxation. A measure on the subject will be submitted to you.

A Bill authorizing the reductien of the number of petit jurors in civil suits,and other- wise diminishing the cost of the administra- tion of justice in the Supreme Court, will be laid before you.

A measure for lessening the expense of Legislation, by the abolition of the Legisla- tive Council, will be presented to you.

Your attention will also be invited to other subjects, intended te promote the interests of this Province, which, I feel assured, will re- ceive your careful consideration.

That you will devote yourselves to the business of legislation, in a spirit of gratitude for the blessings which Providence has vouch. safed to us during the past year, I confidently anticipate, aud you may as certainly rely up- en my anxious desire to co-operate with you in every measure calculated to promote the prosperity of Prince Edward Island,

Maritime Union.

Tax citizens of Moncton, with an eye to the Unien of Neva Scotia and New Bruns- wick, and to Moncton becoming the Capital

of the united Provinces, have offered to the latter Province a free gift of twenty acres of land, in a suitable loeality, for a sile of the new Legislative buildings. This shows their forethought and public spirit.

FORBIGN MEAT.

Attempts are now being made to solve the problem of making the beef and mut- ton producing powers of the colonies of | Australia contributory to the necessities of | the English population. It is well known | lnow that for a considerable period immense | | quantities of beef and mutton have been| imported into this country and sold ata, tprice, especially in Liverpocl and other | parts of Lancashire, considerably below | that of English meat. It is

claimed that) American beef is more succulent than Eng- lish beef because the cattle in America are | fed on natural grasses, and not plied with | oileake. We do noi ‘ howeve r. attempt tc | settle this point, which is a matter to be | determined by purchasers themselves. The | project of 1 porting American beef and! mutton, in the first instance, was regarded as impracticable. The success, however, which has attended the scheme proves that it is perfectly feasible. THE TICHBORE CASE.

We observe that active preparations ara going on for the arguing of the appeal ia the Tichborne case, in which Mr. Edward Kimber is the solicitor for the claimant. A

now under examination by Mr. Kimber. The document goes ever the whole ground of the case, fromthetime of the arrest of the claimant until judgment had been pro- nounced upon him. How voluminous ths document is may be judged from the fact that the original occupies several yards of continuous parchment, and the copy coni- prises 1,324 folios, 5,838 lines, and 96,688 words. The critical examination of this monster bill will unavoidably occupy sone time. After this the Attorney-General has; a fortnight to reply to any errors which Mr, Kimber may point out. Then we suppose we shall hear onge more of this wonderf.l casein the courts. * We understand that Mr. Benjamin, Q. C., has been retained for the claimant, than when a more judicious counsel or one more exactly the opposite of Dr. Kenealy, could not have been select- ed. It is stated—we don’t know on what authority—that the Government of New South Wales have consented to the release of Creswell alias Arthur Orton, who is ecn fined in the Paramatta Lunatic Asylum, upon the proper bonds, and sureties being given for his safe custody and maintenan:e. If this is true we suppose it will foreshadow an attempt to re-open the whole question on its merits,

Home Secretary Cross has remitted the :en- |tence of imprisonment against Mr. Janes | Mortimer, the editor of the London Hernet, who was, thirty years ago, a member of the |New York press. The libel for which Mr. | Mortimer was sentenced had been furnisied ito the paper by an outsider.
