ELECTORAL FRAUD.
A special despatch from Winnipeg to the Montreal Star (Dee 7) reports that—
Philip Garsot, Louis Riel’s secretary, arrested on & charge preferred by James Hooper, proprietor of the Morning Tele- gram, for violation of the Election Act, iu uniawfuily having in his possession a num- ber of ballots to be used in Woodland for fraudulent purposes, was arraigned in the Police Court yesterday.
Frank W. Russe!l,aC. P. R. official, testified to the aceused having told bim that he had marked ballots which be in- tended to use against R. P. Roblin. Garnet, according to Ruseseli, stated fur- ther that he had been brought here by Hon. Clifford Sifton, and he showed a number of documents which looked like letters, He also said he had a biank cheque sigoed by T. O. Davis, and prodneed it as proof of what he said. The marked baliots Garnot asserted he had obtained from “Mr. Smith.” At the request of Garvot’s, counsel, the furthe- hearing of the case was adjouraed until to-cay.
The prieouer is still behind the bars, as the bail for $1,000 has not been forth~ coming.
A sensation in connection with the case has been caused by the discovery that the papers and letters which were found on Garnot at the time of his arrest have been spirited out of sight.
Hon. Clifford Sifton, T. O. Davis, M. P., A. F. Martin and other prominent men will be subpoenaed to give evidence in the case.
The election frauds contemplated and attempted by Garnot and his pals have ex - cited indignation among all honest men in Manitoba. Happily Garnot was caught in time. It is greatly to be regretted that those who employed him and brought him to Mvnitoba are still at large. The fact
