Mr. Shaw, in opening, censured the Leader of the G -vernment for bis sneering and uncalled for remarks in reference t: the sagacity and ability of some of the speakers who had preceded him. He then took up the sv-called *‘euggestions” made to the Act respecting the Legislature by the Legislative Council, andspoke of the man ner in which they had been dealt with by the House. He considered that the sugges. tions were, properly speaking, amendments, and should have been considered with upen doors. This was the contention ot the Op. position. The Speaker of the House, be it said to his credit, agreed with the UOpposi- tion. But the Government would not accept the ruling of the Speaker, and by a majority vote decided to sit with closed doors—that the press representatives and a very much interested public should remain without while they were robbing a goodly portion of the people of a heaven-born privilege. They did not want the people to witness their evil work—they were ashamed of what they were doing. The manner ix which King’s County was cut and carved to suit the purposes of the ( >v- ernment was simply disgracefu!. King’s County had stood nobly by the Conservative Party in the past, and it wes for so doing that her people were beiny so vilely treated now. While the amendments were ostensibly submitted by the Legis- lative Council, they plainly bore the imprint of the deapot who has ruled over this Prov- ince for the past two years. We are told that the new district of Georgetuwn—the ‘‘Scrimgeourized” district—was to be pro- vided with steam communication, that $500 was to be appropriated for that purpuse. But what does this mean? It means sim- ply that $100 has been added to the sub-

We asked for correspondence in re- | ference to this matter, but none was brought ; down. He did not think there was any to! table. He believed the Government was sleeping on our rights. They would not have got the amount they did for public lands had they not violated the law by making re reductions than were allowable under the statute. But the Government's estimates for the year 1892 are largely imaginary. To illustrate: Last year the administration of justice cost the Province $18,972 13 ; this year the amount set down for that purpose is $15,- 487. The difference is #3,485.13. What is there to justify the Government in putting a smaller sum in the estimates for that purpose this year than they did lust? Will there be less crime than there was last year? The estimate for education last year was $108,000, the exoenditure totalled up $113,022 - 98. Tue expenditure over the estimates was thus $502298. The estimate for education for 1892 is $131,510. How can we expect that the expenditure will be less this year than it was last? The expenditure for education is one that cannot be controlled, We told the Government last year that the sum they set apart was not sufiicsient, and, our prediction was verified. Then last year their estimate for wharves and ferry s!ips was $5000. The Governmest claimed that this amount would be enough, a'though our Goverament had entered into contracts amount ing*to more than that sum What was the result? Then there is the incompetent Commissioner of Public Works, who is better fitted for a legal pestiion thau a mechanical one. For low contemptible intrigue, nothing can com- pare wih their tactics.
