Harold Stassen. U.S. disarma- ment chief. is understood to have necommended that a high - level committee of experts be set up within the North Atlantic Treaty Organization to handle this prob- Iem.

Diplomatic officials report that Stassen suggested this move be cause he thinks Russia will insist that a Egropean as well as an Arctic test zone be agreed upon in initial disarmament moves.
