What promise has this delegation brought down ? there is nothing in the correspend- ence to show that they received any pro- mise. They have the judgment of the Supreme Court in their favor; but have they got any assurance to } istify them plac- inga@ sumin the estimates. Even allow- ing that they receive the $36,000, they would yet fall $20,000 short of meeting the expenditure. ‘The Land Office would not yield within $10,000 of the sum estimated. The receipts for the first three months of this year had been nearly $2,000 short of what they were for the same period of 1882 The expendi uve was estimated at $252,989 The consolidation of the laws would cost #3,000. The steam service provided this session for King’s County, $750. Carry forward the deficit from last year of $12,348 and a loss of $10,000 by daty bonds and deposits in Bank of P. Ev‘Isiana, all these i e-ns,if added to the estimate, would amount so $281,087, atid all that we had to meet it with, would be a revenue of pro- bably $261,000, which would leave us $19,- 000 or $20,000 short. What was the Pro- vince going to doif they did not get the $36,000 from Ottawa, and if the Land Office fell short $10,000. The arrears of asaess- ment were not worth $1,000 The Anances of the country had pever been in sucha deplorable state. In reducing salaries, they had merely stolen the clothes oi their pre- decessors, all their retrenchments had been projected by the Davies Government, and the present Government had merely followed in their steps. The expense of working the Land Office was one-ninth of the Revenue received from it. This was entirely too much. If we could make no more retrenchments, in a few years we should be overwhelmed with debt.

The debate was adjourned. At 2 o'clock on Friday morning, the House adjourned until 10 a. m. the same day, D.

Mr. Martin asked the Leader of the Gevernment to lay on the table a state- ment showing the amount expended during the last two years for the purchase of books for the Legislative Library, the cost of books purchased during the same period, the number and list of books lent out of the said Library during the last six months.

Mr. SuLrivan, as a member of the Exe- cutive Council, presented the statement.

Mr. McFapyen asked the Leader of the Government if the Executive Council have received petitions from the inhabitants of Marray Harbor, asking for the appointment of prosecutors under the Canada Temper- ance Act of 1878, and what action the Government intend to take in the matter.

Mr. Suttivan—There were some p: titions received yesterday. They have not yet come before the Government.

Mr. Perry asked the Leader of the Government if it be the intention of the Ti Guaahind, during this Session, to press on the Government of Canada the pro- priety of giving to this Province its share of the Halifax Fishery Award.

Mr. SuLxivan said: It is the intention of the Government. We have been press- ing the matter upon the attention of the Dominion Government, and do not intend to give up the claim of the Province to its share of the Award.

Mr. Hooper asked the Commissioner of Crown Lands for the full amount in detail paid to J. C. Underhay, Esq., for the ser- vice performed by him by the Public Lands Department, in the year 1882.

Mr. FrercvsoN— There has been no amount paid to Mr. Underhay. But I will give the hon. member a statement of the account, which will serve his purpose just as well,

Mr. Martin resumed the adjonrned debate on the motion to go into Supply He said the Province could not be congrat- - ee on its financial condition, and the comparison instituted by the Leader of the Government is not fair. At the end of

1878, there was a balance in favor of the Provinee of about $15.000; but now the balance is against the Province to the ex- tent of $i2.000. It is much worse than that. Included in the assets of the Prov- ince are old duty bonds to the amount of @5,859.14; and, on the other hand, the Public. Works Department owes about

ihe Province at the end of the year make up a total deficit of $29,198 07. While the | Province is in this unfortunate position,

the Pubic Works have been neglected; and with all dune respect for the ability of the Commissioner of Public Works, the country has suffered for the want of a competent

engineer. China Point Wharf and Seal River | Bridge, are cases in point. We are told ihat there has been a saving in ! But Southport Ferry should not be im Conjuuction with West River Ferry.

Evidence which cantot be gainsaid, shows that the recipts of the Land Office

not be expected to yield, during the curren year, more than $40, 0U0—instead of $55

ernment. But the Leader of the Govern-| ment depends upon getting a refund from Ottawa. We are not justified in depend- ing for a revenue upon a claim which has never been acknowledged. At any rate it is to be hoped that the Government have something more .tangible to depend upon ‘ous the evasive expressions used in the minutes of the Canadian Government.

Mr. McFapyen listened with attention and interest to the Budget Speech, and ave the Leader of the Government credit © putting his figures very ingeniously. gut they were-misleading. The compari son of the expenditures of 1878 and 1882 was grossly unfair, The statements of this year do not agree with the statements of last year. According to his figures of last year, the Leader of the Government was astray to the tune of $56,538 36. The country was deceived by the Government. In 1879 they were led to believe that the Assessment Act would at once be repealed, the debt wiped off, and the financial posi- tion of the country could be kept up with- in the ordinary revenue of the Province. But the Assessment Act was not repealed until just as they were again abont to ap- peal to the country. And what do we see to-day? A deficit this year of $24,000. There is evidently in store for the Province a great deal of trouble and financial difti- culty. The Government have, it is true, economized as much as possible. But the revennes have fallen off. In the land office, next year, the receipts will be less instead of more, and year after year they will be less still. The peopie who owe the land office are poor and cannot pay their instalments, let alone the compound interest which is demanded. What is the use of depending upon the Dominion Government for arefund?] There is, in the papers before the House, no promise, whatever, that the Dominion Gov- ernment will pay a single dollar on account of our piers.

Mr. J. R. McLean had told the people in 1878, that the Assessment Act was necessary; and, for doing so, lost his elec- tion. Ever since Confederation, our revenues have been falling off. In the three years following that event, the deficit rolled up amounted to nearly $100,000, and that was his reason for advocating the levy of an Assessment. In 1877, however, there was a sinall surplos, and at the end of 1878 there was still a balance in favor of the Province of $13.797.58. At the end of 1879, the balance in favor of the Province was about $26,000. In 1877, the Leader of the present Government atiempted to show that the Assessment Act was not necessary. Bunt what is the result? They kept the Act in force until just as they were going to the country, and the deficit of last year was nearly $24,000. To draw upon capital for ordinary expenditure, is bad policy, and there is no good prospect of a refund of the amount expended by the Province on account of the piers, though it is lo be hoped for the sake of the Province that it will in the end be paid. On the whole the estimated receipts of the Leader of the Government are very ambiguous. It would be far more honorable in the Government to meet the matter fairly and squarely. The Province was never before in such an un- fortunate position as it is at present. The Government have been obliged to beg ignominiously, at Ottawa for money to meet their expenditures; and the public service was never in such a wretched state as it is to-day.

Mr. Beer said the statement of the Leader of the Government respecting the expenditure of the Department of Justice was inaccurate and that it was not fair to make a cempari- son of expenditures in this Department; for they depend upon the state of the country.

Mr. Fereuson said that his salary, while he was away, was not paid; and that the $8 a day paid him was the pay agreed to many years ago, by Order in Counci!, to members of the Government away on delegations in the public interests.

Mr. J. R. McLean defended Mr. Davies, and said he was opposed to political Attor- ney Genera!s and political Commissioners of Crown Lands. Often, when they should be attending to their duties, they are away canvassing and attending political meetings,

Mr. Brrr was rather surprised that the increase in the staff of School 1 tors recommended by the Superintendent of E ucation had not been made. He would like to know if the accommodation in the Prince of Wales College and Normal School was to be enlarged.

Mr. J. R MoLean did not think the amovnt in the resolution would be sufficient. He thovght the amount should be increared and that the teachers should receive all their pay direct from the Public Treasury.

Mr. Suycrarr found that there was a re- duetion of $1,000.

Mr. ScLuVaN said the estimate was the ‘game as that of last year.

Mr. Beer said it seemed as though the _Coverument wished to eripple the Education System.

Mr. Camppett said that considering that \the Government had done more than any other administration to encourage
