We ought to encourage those who are now fitting out vessels for the purpose ofthe Seal Fishery, and to hold stout inducements for others ; and when they are established, budget well under way, further bounties may be discontinu- t‘d, as in all probability they would not then be required. Hon._members should bear in mind the adaptation oftlie iii- fmbitants to the purpose of ship-building, and other requi- sites necessary to the cprrying on of'this trade, taking into account the many other numerous advantages.
