"Mankind owes to the child the best it has to give." _

1979 has been designated the Internaticnal Year of the Child by the United Nations. This special year has been established as a neans to spur leaders and citizens to take permanent practical neasures that will benefit children. It was proposed as an occasion to reaffirm, not by words alme, but by deeds that the well-being of today's dxildren is the cmcern of people everywhere.

In Canada, ’a special admission has been formed to focus natimal attention and enphasis on daildren, and their rights and needs. Provincially, a committee has been established on a voluntary basis to promote the observance in P.E.I. of the International Year of the Child. This committee will work through the encouragement of the wide— spread involvement of individuals, canmmities, and activities designed to advance the rights, interests, and well—being of children‘in the context of their families and society. The provincial committee for the I.Y.C. will operate from an office in the Voluntary Ibsources Centre'at 218 Kent Street in Charlottetown.

In order to make this year a real success for our children, a cooperative effort between families, ccmmmity groups, voluntary agencies, professional associations, the media, and government will be needed. Whether working on a volunteer or professional basis, many individuals and groups have a role to play, and actions to carry out, with and for our

children. It should be - expected that all groups _should turn their attentim to the needs of children in P.E.I. during this year, and help find ways by which children's needs, rights, and optimal development might be enhanced.

Can ways be found that will contribute to the fulfillnent of each child's special potentials for physical safety, nental— emotional, social, and spiritual growth? How might we in P.E.I. work together to enhance the child's ccncept of personal ' identity and worth as

In this way, and through follow—up actions in regards to each need, we might work to make P.E.I. a better‘place to live for our daildren.
