It is surprising that public opi- nion in the United Statesis not wholly npon the British side, seeing that the essential grievance at the bottom of the whole matter is that abcut which the peo- ple of the American colonies rebelled in the midet of the last centurv, vfz “Taxa- tion without representation” which ‘‘is tyranny.” The Boers have imposed taxes which bear almost wholly upon the Uit- landers in the Transvaal, and they have, in violation of their compact with Great Britain, persistently cheated the Uitland- ers out‘of representation in the Volksraad. I:fis* wonderful, in view of theee two facts, that{any considerable portion of the in- habitants of the United States should side with the Boers and against those upon whore behalf Great Britain has been compelled to take np arms. The war is pre~eminently a war on behalf of c’viliza: tion, liberalism and progress 28 against barbarism, injustice and tyranny. While many thoughtless, well-informed or preju- diced persors in the United States have condemned Great Britain’s action, it is impossible that the nation asa whole can support, in apy way, the pretensions of the autocrat of the Transvaal Republic.

Scott, Secretary of Siate, has lately been kept busy denying that he went to Quebec to represent the Federal Goveru~ ment. It has been stated on the most un- deniable authority that he banded in hi® credentiais to the ecelesiastical powers at Quebec as “Secretary of State,” represent~ ing the Government, and he was so anxious to keep well to the fiont “a8 @ representative that Mgr. Fale*nio and the Archbishops of Quebec were im~ peded by him in the discharge of thei reception functions. To make the mattet doubly sure, “‘Le Soliel,” the Government organ at Quebec, expressly says :

“In another barouche (immediately be- hind the delegate and Mgr. Marois) were seated Hon. R. W, Scott, Secretary of State, representing the Federal Governs ment and Sir Wilfrid Laurier, the Hon. F. G. Machand, representing the Pro- vincial Government, and the Hon. 8. N. Parent, the City of Quebec.”

Then Mr. Tarte turned on the Minister of Finance, Mr. Fielding. That Minieter had allowed one of the Tarte votes to drop out of the estimates of last vession. ‘I do not blame him,” said Mr. Tarte. “He merely does not understand my echeme.” It after- wards turned out that Mr. Blair was diss puting over a railway question with the Canadian Pacific. “I shall give my atten tion to that subject very shortly,” eaid Mr Tarte. Now ‘Tarte is superseding Mr. Borden, and is deciaringthat the Minister’s principal officer, General Hutton, may have togo. “There is no doubt about it,” asthe Mail and Empire says, “Israel rules them all.”
