Scine tae Tows.—A man named McKay, the owner of three or four tenement houses in Moncton, is said ta be preparing a suit for damages against the town. t appears that the cellars and lower floors of Mr. McKay's buildings have been flooded and families liv- ing in the tenements have been sick all winter and have beeh warned that the premises are dangerous to health. Mr. McKay claims that the flooding is due to the action of the town authorities in closing up certain sewers and decreeing that water must ran up hill.

Orrawa, Feb. 29. In the Commons to-day, — Mr. Baird, of Queen's, N. B., was pre- sented by Sir John and Hon. Mr. Foster.

Sir Richard asked that Wednesday of next week be appropriated to the discussion of his Commercial Union resolutions, and the debate to be continued day by day till finished.

Sir John consented, provided the Fishery Commission papers were not ready,as these would take precedence.

W. W. Wallace moved for a select com- mittee to inquire into the working of cer- tain ** combines ” existing in Canada. He urged that such ‘‘combines” were of a dangerous character, and that iu the in- interest of morality and commercial free- dom they should be suppressed.

Mr. Edgar said the history of the Na- tional Policy had been no protection to manufactures and cheap goods. These combinations of manutacturers raised the prices tu protect themselves. He wished the reselution included the words *‘or manufacturer.” (His suggestion was agreed to).

Mr. Edgar then at length denounced the N. P., and contended that the only rem- edy for **combines” was to abolish the present tariff.

Mr. MacNeil contended that as Canada had no control over American combinations it would be the most gigantic blunder possible, for Canada to accept Mr. Mitchell proposal.

The discussion ca the Procedure Rules was resumed in the Commons to- day. A rule proposed by W. H. Smith, the Government leader, empowering the Speaker or Chairman at his discretion to take a vote of the House by the simple rising of members was taken up, debated and adopted, 206 to 93.

French Affairs.

Panis, Feb. 29.

The debate on the Foreign Budget began in the Chamber of Deputies to-day. The Marquis Debretuil reviewed the situation in Europe caused by the triple alliance, and said France must wish the Czar to re- main the arbitrator of peace. France must seize every opportunity to show him sym- pathy, and make him understand, without exaggerated demonstrations, that the French are strong but discreet friends. He hoped the relations with England and Italy would become more friendly.

The Executive Committee of the Quebec branch of the Dominion Alliance have de- cided to ask for an amendment to the liquor license law which vill make all per- sons uncer twenty-one years of age minors, ‘instead of sixteen years as at present.

|A YOUNG VERMONTER’S EXPERIENCE ON HIS | ARRIVAL IN LONDON, | A mild mannered and altogether inoffen- jsive-looking young man from Vermont crossed the ocean on the City of Chicago and arrived in London on the 23rd Febru- ary. He got off thetrain from Liverpool at Eusten Square Station and drove off toa hotelin a hansom. Just as he was engaging a room two men, whom he remembered having seen. watching him closely at the Prince's landing-stage, Liver- pool, stepped up to him and demanded to know who he was. The young mau got angry and told them that he was an Ameri- can here on a pleasure trip, and that it was jnone of their business who he was. The men told him they were detectives and that jhe bore a striking resemblance to Tascott, j who was wanted for murdering millionaire | Snell in Chicago, and that, unless he could | give a satisfactory account of himself, they | would lug him off to Scotland Yard. The fyoung Vermouterj thoroughly frightened, assured™them that he was not Tascott, and showed them letters of introduction from )} prominent people in Vermont to Minister

elps. The detectives went away and the young man jumped iato a cab and hur- ried to the American Legation to find out out what it was all about. While he was talking over old school days with Mr. Charles. P. Phelps, son of the American Minister, the two detectives came in and wanted to know if the letters of introduc- tion were all right. Being assured that they were, the detectives apologised, and by way of atonement, showed the young Vermonter all around Scotland Yard. Singularly enough, the young man did bear a striking resemblance to the description of Tascott cabled there, andthe detectives were ‘amply jones in following them as they did. The instance only goes to show how closely every man who crosses the Atlantic is watched, and how thorough is the sys- tem of communication between the police vf the two nations.

The Irish in America.

Mr. Gladstone, in an article in the last ‘isstie of the Contemporary Review, makes another appeal io the Conservative Party. He says the Home Rule question is.one on which both parties can co-operate. En- larging upon the arguments advanced ina former article, he observes that the vast tribute paid for many years by America to the landlords in Ireland had nat shacked the most sensitive. Yet, for the sums America has contributed recently, she has heen fiercely denounced. Mr. Gladstone thinks that America suffers in her internal politics from the unsettled state of the Irish question, the action of the Irish in America being directed not by American but by Irish motives.
