That ever member of the Legislative Council shall not less Thirty years of age, and shall be a British subject, and not sub- ject to any legal incapacity, and shall have resided not less than four years consecutively in this Island, and at the time of his Election he shall be the owner of of at least pounds of the Current money of this Island, over and above any incuuibrancs that may or can elect the sonic, and sloofiprscu shall be eligible for a Le 'slativc Co or unless qualified as aforessi . - 5th. This Section prescribes the mode of sum- moning the Council—thc mode to be the same as that of summoning the House of Assembly.

This section provides that the Legisla- tive Council so elected under it shall possess, exercise, and cine all the authority, powers, honors, and priv eges exercised and enjoyed now by the members of the Legislative Council of this Island; and further directs how a Presi- dent shsll be chosen, and provides that he shall be pa‘ at the same rate and in the same manner as the Speaker of the House of Assembly is id; and also that each of the other members 0 the Council shall be paid the seine amount and in the same manner as the members of the House of Assembly for the time being are id.

7th. No person shall be qualifi to vote at the Election of a Member of the Legislative Council who is not the owner of of the current money of this Island, over and above any incumbranccs that can aflect the same ; but every male person, not subject to any legal incapacity, o the age of Twenty-one ears and upwards, and being otherwise qualifi as afore- said may, and he is hereby em wered to vote at such Election or Elections or a member of Council, provided such Elector shall have been resident in . fo the space of Twelve Calendar mouths, and had or possessed his qualilications for Six Calendar months previous to the tests of the Writ of Election .—No member of the House of Assembly or Executive Council to be privile to vote or interfere, in any manner, in c Election of a member of the Le 'slative Council. tlr. This Clause &rescribes the mode in which the members shall sworn in. 9th. This regulates the mode of proceediu for the determination of all questions whis ma arise as to vacancies, or as to the qualifi- cation or di ualilication of any of the Members. 10th. It also rovides that former Members of the Legislative ‘ouncil shall, in all cases, becapable of re-clceiicn, ifoihsrwiae qualified as in the Bill provided for. llih. The presence of seven members, besides the President, shall constitute a quorum, for the dorpaich of business; but a smaller number may adjourn and compel the attendance of abasut members. Ornmro or 1-its NAVIGA1'ION.—0n Sunday last the Ice in the Hillshorough began to move, and showed a large open space at the end of the Wharfs, since which time it has been moving up and down the river with the tides, rendering the crossing of the river very dillicult, and at times impracticable. As there is but little Ice to speak of in the Gulf we may look out for the arrival of some vessels next week. Two or three outward bound vessels have already com- menced loading.

The Grain Show of the above Society took place at the Secretary's residence, on Wednesday the ldth March, Joseph Black, Vice Prsaidentofthe Socio- ty, in the Chair. Although the weather proved some- what unfavourable, still there was a very respec- isble and nunievous attendance, and was favoured with the presence of the lloaorsblas Joseph Pope and William W. At St. John, N. ., early in the past month, alter a short illness, in a 21st year of her age, Adelaide Maris, wife of Mr. Alfred A. Bynon, formerly of this town, leaving a husband, one child, and numerous relatives to mourn her earl departure from amongst them. Also, at the same time and place, their son, Albert Arthur, aged 8 months. The remains oftho rncther and child were committed to the same grave by the Rev. Benj. Scott, who, only two and a half years since, performed her marriage ceremony.
