On metion of Councillor Blake, Mr. / Bernard MeQuillan was appointed Keeper ef Victoria Park.

On motion of Councillor Ings a bye-law imposing a tax upon horses and carriages passed a first and second reading and was committed to a committee of the whole Council. Ceuncillor Ings Ceuncillor Biake be» chairman of said committee. Coun- ciilor Keughan protested on the ground that Con icillor Blake was a mem- ber of the Finance Committee. It was ex- plained that Connczillor Blake is not now a member of the Finance Committee Councillor Blake took the chair. Council- lor Koughan again protested. No notice was taken of hiru ; and he left the room in an excited state of mind.

s put a period to the consideration of the bye-law, for the law requires the pre- sence of eight Councillors, while a bye-law is bk ing passed. The Committee accordingly rose without reporting.

An amendment was moved that the work be dispensed with until next spring, but it was-lost.

The original :aotion was gerried.

Ceuncillor Inzs then gave notice that at the next meeting of Council he would in- troduce a by-law relating to horses and carriages, for ihe purpose of taxing the same. A meeting for this purpose will be held on the Ist of September next.

Councillor Horne gave notice that at the next meeting of Coun cil he wonld move for a reconsideration of the appointment of the Park Keeper.
