DISCUSSION ON THE-BORINGS FORTHE P. EB I TUNNEL —IMPORTANT STATEMENT BY FIN ANCE MINISTER.

As the Ottawa Citizen says this morning, Mr. Perry did a good turn fur a politica! opponent when he brought up his motion asking for a statement showing tie expen diture incurred since last session uf Parlis» ment in carrying on the borings in the Strait of Northumberland. The discussion brought out the fact that there was no ground: forthe charges referred to by Mr. Perry. As Mr. Davies very well said, until proof to the contrary is put formard, we are bound to take the word of Senator Howlen thai there is no truth in the statement that he was a partner of Mr. Palmer Mr. Perry, in speaking to the motion, recalled the circumstances that led to the Govern ment appropriating the sum of $12 000 for this work, and complained that no security had been taken for the performance of the contract given to Mr. Palmer. He said it was asserted that Senator Mowlan had

to become banker for the contrac- tor, and that although Mr. Palmer had the contract, he had not the handling of the

Government money. This appears to be

the case, for it is acknowledged that Sena-

tor Howlan found all the supplies necessary for carrying on the work. From the re port of Mr. Palmer, it is learned that very little work was done, Only seven holes were bored, whereas the ccutract required twenty-nine, The decpest part of the

Straits has not been tested, and as over

$5,000 had been expended, the balance oi

the appropriation will not complete the

work. It appears that some quarrel to k

place between Mr. Palmer and the man in

charge of the drill, and it is said that through this disagreement and on accoun! of the Government stepping the work in

September, the work was net completed, as

it could have heen. Mr, Palmer says he

could have finished the work if he had been supplied with means by the Govern- ment, and itis most important to know

«whether this was the case. Mr. Paimer

makes serious charges agsinst Senator

Howlan, and asserts that the latter charged

$500 for his own personal services. He

«Mc. Perry) wanted to know why Senator

Hewlan was paid that amount out of thit

money? [t is said that a second contract was

made, and that even then no security was taken. He thought Mr. Palmer should get a statement from Senator Howlan of how the money was expended, and then the public could judge as to wh ther any amounts had been improperly charged iu the accounts. The letter of Senator How lan stated that Mr. Palmer was wrong in his mind; but the excellent plans prepared by that engineer, whigh are hung in the Smoking Room of tt * House, show that his mind is not “ssriously effected. When engineers find out the way Mr. Palmer is treated, he (Mr. Perry) thought it will be dificult to get any vther to take up the work. Hethought the Goverument should settle with Mr. Palmer. If not, it wiil throw a damper on this great undertaking He would like to know how long the Gov- ernment were going to keep the Island ip suspense in this matter, It is two years since they promised to obtain information as to whether the tunnel is practicable, and they have not got it yet. He referred to

the letters written by Sir John A. Macdonald and Sir Charles Tupper, that if the Government

was returned this matter would be attended to without delay. These promises should be carried out. If the Government would build the tunnel he would be greatly tempted to support them, as it is most im portant that the Island should get better communication in winter. The Stanley is disabled at the present time, although she is one of the finest steamers that could be obtained for the navigation of the Straits in winter; and although the Island had one million bashel of potatoes on hand, they cannot export them now when a good price could be obtained. He hoped the Govern ment would perform their duty and give the people of Prince Edward Island the continuous communication the terms of Confederation promised them Because some of the people of that Province are opposed to the policy of the Government, injustice should not be done.

Mr. Yeo supported Mr. Perry's motion and said it was the promises made to P. E {sland before March, 1891, and since tha! induced them to believe that justice woulo be done But up to this time very little has been done to carry out these promises, excepting the appropriation made last ses sion. It was unfortunate that the contract for the borings had been given to Mr Palmer ; it should have beea performed by the Goverument under the supervision vu! an Engineer, and should not have beer delegated to any member of the L>gislature ro superintend, no matter whom he is. 1: the G.vernment had employed their own Eugineer the work would have been thor ough y done ; and if 1t cost more, an expen diture of a few thousand dollars is of Ftth copsequence in a work of such magnitude It is certainly the duty of the Government to have these borings completed. It wa: estima’ed that *hie undertaking will ccs $6,000,000. !f it is found that it will take a larger sum than the estimate, the Gov ernment could then consider the matter Ir is not fair that this matter should b: deferred from day tod y until the eve of another election agsin comes on. We simply ask that the terms of Confederation be carried out. The failure of the Stanley this year has caused great inccnvenience. and we bare to resort to the old way «1 carrying the mails by the ice boats. Th people of P. E Isiand have done ther part, and look to the Dominion to fulf their part of the contract. This questio: is the great grievance in P. E. Island, as it was the inducement held out to that pro vince at Confederation, and he hoped tha the F naocs Minister will at once have th: necessary information obtained.

The Minister cf Finance should give some «xplanation of the matter, as Senator How- lan was so great a fav rite with the Goy- ernment that he had been induced to cun- test a constituency in their behalf at the last election.

Mr. Davies also spoke on the matter, and found fau't with the Government for their action. He went on to show that Senator Howlan had only been a catspsw of the Government in respect to the last election, and had afterwards been appointed to travel across the Atlantic to give the benefit ot his experience to Sir Douglas Fox. The Goverpment had properly determined that some practical facts in relation to the cost {the tunnel should be obtained before they would consent to spend from $11,000, - 000 to $20,000,000 of pwblic money. He thought the House had nothing to do with the difference beiween Mr. Howlan and Mr. Palmer. Mr. Howlan denies that he made any contract with Mr. Palmer, and his word should be acvepted in the absence uf any documents to the contrary. We have a statement from Mr. Palmer that a member of the Senate had become a partner of a contract, which he had no right to do, as no member of Parliament has any right to take part in such contracts.

Hon. Mr. Foster—Could a lawyer not be engaged by a Government cuntractor if he were a member of Parliament ?

Mr. Davies—That would be a different state of things. What he (Mr. Davies) objacted to was that this had been reduced from a matter of business to a political question. The truth will not be ascertained until a committee 1s appointed to enquire unto the facts. What we want to know is how far are the Government aware of the facts? He thought the Governm nt should know what was done with the $1200 for which Mr. Palmer says ne cannot get avy account,

Hon. Mr. Foster—The House has no'h ing todo with the dispute between Mr. Howlan and Mr. Palmer. If eicher: f them

have been aggrieved the law courts are open. It wasforthe first time that he heard that Senator Howlan had been sent) by the Goverument to see Sir Douglas F: x. He was not sent to England for that

it was not true that Senator Howlan was the confidential agent of the Government in connection with this contract. It had

been said that Senator Howlan had resigned his e¢at in the Senate to run an election; but why did he do so ? It was because he has great interest in the P, E. Isiand tunnel

He was not successful, | am sorry to say ; and although he had no promise of re- sppointment, or any assurance that such would be the case, yet when the Govern- ment looked around fur @ person fitted for the position vacant in the Senate, they found that Mr. Howlan’s claims were the strongest and he was appointed. With respect to the contract entered into with Mr Palmer, it had become appsrent that no reliable estimate of the cost uf the tun- | nel could be given until the stratification of | the bed of the Straita was shown; and! $12,000 was put in the estimates jast year ior this purpose. He (Mr. Foster) had! consulted the Government Engineer (Mr. | Schrieber) aud Mr. Falmer, who offered to | do the borings for $12,000 ; and the Gov-' ernment Eougineer repurted that the amount was a reasonable one fur the! work required. A contract was then made | with Mr. Palmer, who was to bore 29 holes of a certain size and depth, and the Government employed an Engineer and Mr. Bain, a local geologist of note, to watch the work. Mr. Palmer, in May, came to me and asked for an advance on his contract; but as the vote was not available before the lst of July, 1 told him [could notdoso. I know nothing about what was done or what arrangements were made after the matter was placed in the hands of the Government Engineer. When after- wards Mr Paimer’s order wes presented to! me for $5000, I refused to pay it, until I had | the certiti ate of the Engineer in charge of the work of the amonnt of woik completed. Whe» L found out that there was sufficient work done, [ had the amount paid. Afterwerds when [ found out that there bad been a dis- turbance at the work end a disegreemeut be tween Mr. Palmer and his workmen, I made up my mind to pay no more money on Mr Palmer's order; but afverwards!] put $2000 iu a bank, subject to the order of the Goverument Engineer and Mr, Paimer, for work and materials actually used in the contract. The Government did not cause the work to be de- ayed, but about the let of October the Gov erament Enyineer reported :hat the weather was too sto. my to continue the borings, so he was ordered to leave and the wurk stopped lhe Government had nothing to do with Mr. Palmer's financing, and know nothing about che charges that have been preferred by Mr Palmer.
