The Canadian Militia.

In a recentissue, the United Service Gazette quoted from an American contem- porary a very extravagant criticism of the Canadian militia. The matter has not been allowed to pass unnoticed, and the Gazette now publishes a letter from an ex-officer of the Dominion force, in which the ignorance of the American critic is exposed. ‘‘The force, he writes, ‘‘increased by the militia

act of 1883 to 45,000 men, is too well known—among British officers, at any rate—for credence to be _ attached

to adverse criticism of the kind I have alluded to.”” And he goeson to say that the militia is a very fair specimen of a volunteer force, raised armed, and equipped for home service, organized under the disadvantages that must arise from the immense distances of Canada and its com- paratively sparse population. But it is in- proving every year. The establishment of military schools, and other reforms that are being made, will ensue its taking in the future a much more satisfactory position than it now occupies. Canada Crazette.

‘‘One of the gravest of problems,” says the President, ‘‘which appeal to the wisdom of the Congress for solution is the ascer- tainment of most effective means of in- creasing our foreign trade, and thus reliev- ing the depression under which our industries are now languishing. The Secretary of the Treasury advises that the duty of investigating this subject be en- trusted in the firat instance to a competent eommission. While fully recognizing the consideration that may be argued against this course, I am _ nevertheless of the opinion that upon the whole no other would be likely to effect speedier or better results than that portion of the Secretary’s report which concerns the condition of our ship- ping interests which cannot fail to command your attention.” President Arthur em- phaticaliy recommends that as an incentive to the investmeut of American capital in American steamships, the government shall grant payments for mail transportation or otherwise lend its assistance to individual enterprise, and declares his belief that unless that course be pursued, our foreign carrying trade must remain 08 it is to-day, almost excinsively in the hands of foreigners. _-

A CaTHOoLIc CELEBRATION.—-To-day, Dec. 5th, the Roman Catholic Church celebrates one of the greatest events in its history—the three hundred anniversary of the foundation of the Prima Primaria congregation of the Blessed Virgin at Rome. Three centuries ago this association was organized in Rome by a holy father, and its growth has now assumed such marvellous proportions that branches have been formed in every civilized country. Its membership list include millions of the faithful, who are favored with many privileges, Canada compares well with other nations, as it was established in Montreal in the year 1693 by Lieutenant-General Migeon, whose name is prominentl, identified with the early history of this country.
