We announce, to-day, with mingled feelings, that Hon, Nei! McL was, on Saturday, apporn ed County Court Judge for Prince County. Very pleasing it is to know that Mr. McLeod has obt sined a judicial position whi h he is eminently fitted to adorn He would, we peheve, fill with ability the higher and larger space occupied by 4 judge of the Supreme Court. It is greatly to his credit that he will retire from the political areaa, after having taken a leading part upon it for the past fourteen years, without 4 stain upon his character.

Oa the other hand, the Liberal Conserva- tive Party will miss his presence 19 the Legislature and his services #8 Leader. But Mr. McLeod leaves behind him well informed and active, honest an | courageous men to do batt during tie present session, and the gep which has left will, ere long, be filled u; The people may be trusted to fiad men to drive the Mortgagee Governmert out of cffice, and to place the Liberal Co stives in power, with an efficient leader a‘ their head

Prince County has alwoys been fortunate in the choice of its judges, and it is to be

congratulated upon the latest app vintment which the Gevernment has made.

Legislative Notes

Arter holding the appvintment until the last inoment, and scouring the Province in vain for a reporter who belongs to the Peters Combination psr'y, Mr. Isaac Ox enham was, at the last moment, elected to co-operate with Mr. Croskill. Everyone knows that Mr. Oxenhsm will do his work faithfully and impertially, and everyone wili condemn the narrow-mindedness which would, if it were possible, have rejected

his services. Out upon such contemptible

little politics.

A suggestion of Mr. Underhay as to the publication of the reports, ensbled the Leader of the Opposition and Mr. Rogers to get ia some effective criticism of the ** closed « " tactics of the Gerrymander Party.

The debate on the address vught not to be either long or important. In most legislatures it is a mere perfunctory thing, except upon occasions when & vote of want of confidence is to be moved to test the strength of the Government. The sooner

it ig over, the sooner to business.

Mr. Peters lent a little interest to the discussien by his declaration that he has not yet sold all the debentures, and that there ic not now a single cent due the banks by the Province. There is for THE Examiver a double pleasure in this state- ment. If true, it proves that the Govern- ment have done next to nothing upon a emailer amount than we had anticipated,

and it proves also that the contention of Tue Examiner as to the falsity of the statement upon which Mr. Peters obtained leave to fasten upon

the Province a debenture debt of $185,000 has been bourue out. If the debt of the late Government really amounted to $171,- 000 it would have been impossible to add the deficit of last year ($30,090) and the deficit of this year (4 stili unknown quan- tity), and after having s ld only $156,000 worth of debentures, be out of debt to the binks ! But, perhaps, the supervisors and other otticials have again received instruc- tions to “* draw slowly.’

Little light was thrown upon the inten- tions of the Government res pct ing the proposed prohibition plebiscite—-though a good deal was said about it. It has net yet appested that the Government intend to define a workable measure for the accept- ance of the people. If, however, such shall prove to be the case, we shall hasten to congratulate them and co-operate with them. But judging by the remarks of the Premier and Mr. McDonald, they intend to merely play with the question, impor- tant asit is. Well, we may all play with them. We can all vote for Probibition in the abstract. ‘A little nonsense now and then is relished by the best of men.”

{ft isa great pity that Mr. Peters had not obtained the advice of a judicicus friend before he proceeded to attack Mr. Ferguson, while Mr. Ferguson was not in the House or in a position to defend him- self. It was a case of beating & man who hed his hands tied. As such it was con- demned by every manly man upon both sides of the House. If Mr. Peters had, in

time, taken advice upon the point, he would not have felt constrained, after re- cess, to explain the cause his conduct or

to admit reluctantly that ** perhaps” he bed done wrong. lt appears that Mr. Fergu- son's letters to the Guardian had given

umbrage to Premier Peters. Then why did he not go to the Guardian with his re- ply rather than wait un'il be was safe with-

in the bar, where Mr. Ferguson could not reply to him ?! His conduct was not, in t is instance, that of a British man. The + as of [the Englishmen of York and Lot 48, the descendants of the brave Irishmen who live at Bedford and Fort Augustus,

financial conduct of the Government during the period in which Messrs. Sullivan, Fer- guson and their colleagues held oftice— conduct which, according to the Guardian's

both parties, and which, as we have point- ed out, is common in every Province of Ganada. Mr. Ferguson had a clear right to reply in the Guardian; and he did so. It ie not true that Mr. Ferguson attacked the dead or‘anyone who could not defend him- self. The sentence which Mr. Peters has construed as such an attack reads as fol- lows :

“Ia an evil day power fell iato the hands of

a worthy scion of the o!d proprietary party, who in his heart hates aud despises the peo-

ple.”

It will ba readily seen that this refers and applies wholly to the living gentleman who has placed upon his head the cap which fitted him.

As leader of the House, Mr. Peters ought to show a good example to members on both sides : he has begun the session by showing a bad example. How can the dignity of the Legislatuse be maintained when the Leader strikes below the belt at gentlemen outside the bar?

Notes and Comments.

—The reputation of Canadian barley has reached the Russian Government, for they sent an order for 100,000 busbels for seed, this spring, to Mr. A. Campbell, grain exporter, of Colborne and Toronto.

—Clarke’s Monthly for March, published at Middletun, Nova Scotia, says: ‘*In no part of the Dominion do we find more enterprising aud successful horsemen than in the Province of Prince Edward Island.”

—Forty-four guns are fired for a national salute of the United States, one for each state. The national flag is salated with twenty-one guns, the president with twenty- one, aad the vice-president with nineteen.

—A short time ago Premier Peters de- clared that a certain suitor came into court with ‘‘unclean hands.” That same suitor is now cheek and by jowl with Mr. Peters in the Government and Legislature. What arare combination is that by which Mr. Premier Peters is kept in power !

—Mr. Laurier, Leader of the Liberals, lately denounced the abolition of separate schools in Manitoba as a piece of infamous tyranny. Upon which the Montreal Gaz- ette remarks that ‘“‘there is no one 80 tyrannical asa Liberal in power c»rrying out one his theories, and Mr. Laurier’s compatriots are finding it out.” The Gov- ernment of Manitoba is Grit.

— In view ot the thaws and the prospect for spring teavel over roads that have been “fixed” by the Peters’ Combination, the poet writes :—

“The pitfalls aud snares that beset us are

deep; But the mud that surrounds us is deeper.

There are fence rails for bridges and mud holes for drains,

And broken-down buggies, on hillsides and plains,

Give warnings, like ghosts, as we travel.”

—The Manitobs Government has taken power te make a loan of a million dollars, for railway bonuses, interest on railway aid debentures and pablic works, In 1838 it put on the market a loan for one and half millions for the same purposes. Q 1ebec, unier a L bsral administration, added thir- teen and a half millions to the public debt in five years, ln about the same time Mr. Greenway has piled up, it appears, oblig- tions of two and a half millions, But Manitoba's population is only one tenth of that of Quebec. Perhaps, as the Montres) Gazette, remarks, Mr. Greenway’s is the best record after all, as L beral records go. In Manitoba as in ocher provinces, the Conservatives will have to econumize and straighten matters--when they get in.

—As the Moncton Times remarks, Sir Richard Cartwright is so given to rash statements in his attacks on the govern- ment that people as a rule do not pay much attention to anything he chooses to say. In the debate on the budget, speaking of the sugar duties, he declared that a dollar would buy as much sugar in the United Sates as adollar and a third ia Canada. Inis statement seemed so glaringly false that that the Montreal Star, which has certainly never been accused of partialty for the Ottawa Government, determined to test its accuracy. The Star says :

We have procured reliable certified quot- ations of value of refined sugars in New York and Montreal markets, which go to prove con- clusively that Canadians are paying less for sugar than their American neighbors.

Sales are invoiced by Trust to wholesale grocers at outside figures (4.81) on which there is a drawback of jc allowed on the sworn statement of the latter that they have not undersold the ruling price of Trust during the month. A further rebate of 1-16 cent at pleasure of seller is allowed, they taking the

ition of withdrawing the extra consider- ation at their will without notice.

Montreal—Granulated sugar 48s, Yellows Rho to 4gc as to grade, less 24 per cent for cash in 14 days, which reduces the cost of granulated to about 44°, while the net cost »f the same in New ‘Jork, after deducting the two rebates, is 4g0.

From the above it will be seen that the Canadian consumer actually pays less for his sugar than his Southern neighbor. Facts lke this show utterly groundless are the Opposition charges thit the policy of the Government is ruinous to the people.

The French and penmanship classes, having finished their courses, have ceased meeting.

The attendance at yesterday afternoon’s meeting was again large. Mr, Percy Pope gave a scholarly address on “Life,” and was listened to with thoughtful attention. The singing was hearty, aud the cornet duet a pleasant addition.

A jolly crowd of young men gathered iu the new parlor on Saturday evening and sang with vigor some of the college songs and en- joyed a social chat. Mr. F. W. L. Moore read 4 humorous selection from Handy Andy.

42ad annual meeting was held in Tor- onto, 22nd ult. Total premium receipts of the company for 1892 (after deducting the ameunt paid for re-insucance) were $2,266,283 59. The profit balance on the year's transactions Was $221,456 78. Two half-yearly dividends at the rate of 10 per cent. per annum have been psid, and $190,000 has been carried to the reserve fund, which now amounts to $1,090.000.

It was decided unanimously at the meeting to increase the capital to $2,000,000, with $1,000,000 paid up, the pew stock being aliot- ted to the old shareholders at 140. I: ic quoted now at over 170. This splendid com- pany is a credit to Canadian institutions.

President Cleveland and all but one of his Cabinet members are Presbyterians. The Scottish strain seems to have a facalty of coming to the front in the United States as well as other places.

News Notes.

Honduras seems to be advancing to the front of the Spanish-American republics. It hastwo revolutions going on at once,

English Liberals attribute the defeat they sustained at Grimsby to the neglect by the Gevernment of the labor vote. It looks more like the neglect by the labor vote of the Goverment.

It is said in Berlin that the relatives of the Evperor William are trying to induce him to eubmit to an operation te relieve his ear trouble. The operation would consist of removing a number of small bones from the inside of the ear.

Jobn McLaren died at Souris Line Rowl on the 9 h inst., after a brief but severe iliuess, aged 69 years. His wife, who is a daughter of the late John Leslie, of Cable Head, and three sons, survive him. He was aa honest and industrious man; and the large number of sympathizing friends who followed his re- mains to the Protestant cemetery at Souris West shownd the high,esteem in which he was held by the people of the neighborhood where he had resided for well-nigh balf a century.

John Palmer, of Sotchtown, has contri- buted a letter to th Crisp Currie discus- sion. Mr. Palmer eys that he has personal knowledze which ses it certain that Dr. Gardner’s evidene is utterly unrétiable. He gives a grew number of amusing ‘and contradictory ‘ories which Gardner has told about hiaself. For instance, Dr. Gardner told in Scotchtown that he was married by Tala-ge, and alco that he was married by Beecher.

Grit Convention.

The probabiliy of holding a convention of the Grit party immediately after the close of the present sersion of parliament has set on foot adiscussion of the merits of the several meeting places. It has, how- ever, been decidsd that Montreal wi'l be chosen.

Quincey, Mass, Merch 15. Jvseph Massey, aged 39 years, shut Mary Victoria Lafave, aged 18, while the latter was returning from Mass yesterday, and then killed himself. Massey was ia love with the girl, who did not reciprocate.
