Cuvren Nores.—At the close of the wrvice in the Baptist Church yesterday morning, the ordinance of Baptism was ad ministered to two persons; and at the close of the evening service the right hand of fellow- ship was extended to eight new members. Since Rev. Mr. Gordon assumed the pastorate of the church some four years ago, upwards of 121 additional members have been added.

Sanborn; assistant engia- ger, P, Mullen. Most of the officers are well aud favorably known in Charlottetown, and were warmly welcomed by their many friends. The Carroll had fifty passengers on board when she left Boston. She will leave on re- turn to Boston this evening, The passengers all epeak io the highest terms of the treatment they received during tne trip at the hands of Captain Hansen and bis e‘fivient staff.

Another Letter From Mr. Heartz
Sim,—I wrote a letter on the second water pipe that is now in contemplation sometime ago; and I] have received no answer. Therefore, | wish to trouble you 4 little again. In my former letters I exonerated our present city councillors. But sorry I am that | have to take a very different view of them this time. I was not aware of their conduct when I wrote before; therefore, | have to apologiz: for the flattery that I gave them. 1 am aware that the City Council has all authority to transact the city's business, to tax and pro- vide for the city’s wants, to guard it against all its enemies, and to see that no person made any encroachments upon the city’s rights. Sir, the charge [ have against them is this: The Water Commissioners carried a bill through the House of Assem- bly and received the power to fasten twelve thousand dollars on the shoulders of the taxpayers; and those councillors look on and make no,attempt to stop them iu their high-handed transaction, they fell out among themselves and tried to dis- jualify one another. Fine men these to watch the city’s welfare. They may be thankful they are not im the mil- itary service, or they would be tried by court martial for allowing the enemy to come and carry off the spoils unmolested. There is but one thing they can do to recover themselves from the difti- culty, and that is to call a general meeting of the citizens without delay and bring those Commissioners before the people and see if they can clear up their conduct before the public, for there is something in it that the people cannot understand. Gentlemen, if you refuse to call this public meeting, your names and your photographs should

Sir, I have waited for you to reply to my letter and give us some light upon the subject in question, but you have not so fardone so. The people want information on this second pipe. They cannot see the need of it. Your statement of it the people will not swallow; and for you to say that we will be more safe from fire is absurd. Sir, if you had a dozen pipes, you would haveftires. 1 have not heard vf any want of water at our fires,as the fires are so far ahead when first seen that there could nothing more be done than to put them out. Water would not replace the damage that was done before the fire was seen. Now, sir, I must inform you thet this is the way _ that you are throwing sand in the psople’s eyes. fell them about fire softly and you will carry them with you. Certainly, water is the thing to put out fires, but you hove an abundant supply already. You tell them that it will pay for itself in a few years, but we believe that this is not so, because we cannot see how. These are frivolous things to tax the city with twenty thousand dollars for, But Mr. McKinnon says that it will only be about six hundred dollars a year. I must tell Mr. McKinnon that it was the last straw that broke the camel’s back. We have plenty taxes to pay al- ready, and the people are leaving the city as fast as they can. While I am writing two more of our mechanics are leaving here to tind new homes in the United States, and there is a general feeling in numbers of the people to leave here and find new homes in other lands I have to inform ycu that the people will cot take your version of that second pips. They think that there is an outside pressure bearing upon you ; that 1s, there are about four of the wealthy class, who live on the road on which you intend to bring the water in, and they want to get the benefit of the water, This, >if true, is pretty saucy, in- deed. But I think that there is something deeper than this that has not come to light yet. I think | have an idea of it, but I will not commit it to psper at present,
I eome now to make my app2al to the tax- payers in general. Citizens, you have been slighted and shamefully dealt with. You have placed three men in office as Water Com- missioners as your servants to transact a certain business, and they have stepped over the line of servants and become your masters, and contracted a debt of twenty thousand dollars fer you to pay without calling a public meeting or asking your advice on the subject. Pretty servants, indeed. 1 advise you to cail a public meeting and bring those men before you to give an account of their conduct, At the same time, if you wish to be taxed for nothing, you can, and I will try to bear the galling yoke as well as I can.
