Should: Be Overhauled

The Financial Post reminds us that among the statutes more honor- ed in the breach than in the obser- vance are parts of the Canada Elec- tions Act. Section 49-3, for example, which declares that on election day, and for the 48 hours preceding it, the wearing of party badges is for- bidden. The use of loudspeakers on vehicles is also prohibited during the election weekend, though the law gays nothing about putting a loud- speaker on a building right opposite the polling booth and blaring away.

The important thing, of course, is for the spirit of the ‘law to be ob- served, requiring that there shall be no last minute pressuring. But the

trouble, as the Toronto paper ints out, is to head off last minute pplitical charges made too late to be properly answered before voting takes Place.

» The statute should be given a iden overhauling by the next Parliament. Its worst shortcoming, probably, is its failure to deal ade- quately with\the need for enlighten- ing the public on the sources of cam- paign funds. There is far to much secrecy about where the big party nest eggs come from, and the price tags attaching to them.

Another thing that should be in-

corporated in the law’s provisions, we suggest, is a section ‘banning the prostitution of our national flag for partisan purposes on the hustings. The cynical attempts to capitalize on the emblem in this manner is nauseat- ing to a lot of Canadians who have bowed to the will of the majority and accepted it, in the interests of national unity, with honor and respect. Parading it, instead, as a party achievement has done more harm to national unity than all the scandals

that have been talked about. What is most disturbing is the brazen indiffer- ence that has been shown to such con- siderations.

What Was His Point?

Prime Minister Pearson has amended his statement about his gov- ernment’s willingness to negotiate the sale of water to the United States to coincide with the more sensible view expressed by his colleague, ade Minister Mitchell Sharp, who that we must have a national policy first before discussing anything with the Americans. Since there is no such policy in sight, one wonders ly the issue was raised in the first place. It has, of course, provided Mr. Diefenbaker with another theme fof caustic comment on governmental irtesponsibility; but that could not have been what Mr. Pearson had in mihd in making his earlier pronounce- ment.

Nevertheless, some rough estimates are necessary before water is alienat- ed. In the end, no doubt, we shall be compelled to bargain with the Unit- ed States for reasons both of self-

Canada obviously cannot afford to export water and nourish American industries at the cost of restricting or prohibiting industries of its own. Wat- er that could be used economically and competitively by potential indus- tries and farms should remain here: Once it is measured, the surplus, and the surplus only, should be for sale at a fair price. Which takes us back to where we started, wondering why, without the ghost of an idea of what this surplus would be, Mr. Pearson undertook to raise the issue at all.

Israelis Vote Tomorrow

Canada is not the only nation that is in the throes of a political cam- paign. Nearly 1.5 million Israelis go to the polls tomorrow in an-elec- tion which may decide the outcome of a power struggle between its two elder statesmen, David Ben-Gurion, the patriarch of Israeli politics, and Premier Levi Eshkol. Ironically, both men worked virtually hand: in hand in building the young nation and creating the ruling Mapai— Israel’s labor party—which has dom- inated the country’s 17 years of ex- istence. Differences between the two, multiplying over the months, came to a head earlier this year.

In July, Ben-Gurion was expelled from the Mapai party, which he him- self founded in 1930, and now heads a minority group known as the Rafi which is intent on reform along lines of the British electoral system. He is reported to feel that no party will emerge from the elections strong enough to form a government , and that election reform will follow the deadlock. If this fails, it is believed Ben-Gurion hopes to get enough sup- port'in the elections to force Eshkol’ to negotiate and offer concessions to his minority party to form a coalition.

Nearly a dozen political parties hold seats in ‘the Knesset, a single chamber assembly. The proportional representation system effectively pre- vents any single party from having a majority and perpetuates splinter

Those who have seen a blazing oil-tanker will appreciate the value of this boat which can be low- ered into the, burning oil, steered to safety with no fear of the. engine stalling, the hull burning out, of the occupants being asphyxiated.

, This motor-driven lifeboat seats 20 people, and in a recent test with: stood for six minutes a temperature of 1,000 degrees Centigrade, with flames rising round it as high as 250 feet.’ Immediately after this grilling, the temperature inside the boat was found to be 73.6 centigrade.
