By September i956. it was ren- lized that little could be expected in this regard from the Provincial Government, and after conceding that there was little hope of finan- cial assistance from any other source, the whole matter was brought before the Council of the City of Charlottetown and. altar discussion. the request was made to have the City undertake such a complete survey to ascertain the cost of installation of water and sewage for the metropolitan area. such survey to show the cost of separate systems for each of the areas as well as the cost of an intengrated system.

The latter was to be an exten- sion of the Charlottetown water and sewage system to service Spring Park and Parkdale as well as the extension required for the areas of Charlottetown not at pres- ent serviced. ..

The purpose of such Metropoli- tan Committee was to gather the facts re such mutual and common problems so that the citizens of the City of Charlottetown and the Villages of Parkdale and spring Park would be able to arrive at the most practical and feasible so- lution to the same.

The Metropolitan Committee im- mediately set to work to procure and study as much factual inform- ation as possible on all aspect of learning and asslrnllsting such facts, it was felt it would be pos- sible on all aspect of metropolitan administration. By learning and assimilating such facts. it was felt it would be possible to draw many obvious conclusions or make cer- tsln pertinent recommendations.

The Metropolitan Committee firstly decided what matters should be studied. It then set up separate
