Liberal Party -— Yes. Th Federal Liberal Caucus Tas Force on Post-Secondary Educa tion recognized the need for a sy tem of incentives and account ability. It recommended that aq equate funding be provided 4 post-secondary education in co operation and negotiations wit} the provinces, in particular by; a insuring federal funds identifie for post-secondary education ar in fact spent on post—secondar education, and b) providing in centives for the provinces 1 increase their contributions tj post-secondary education, takin into account equalization to pro tect poorer provinces.
