P., actually neglected his Parliamentary duties in Octawa in order that he might take part in the last election campaign against the Government of the Hon. Neil McLeod. It was oot on that occasion that he threatened the rai)- way men concerning ** what would happsn” when his party “got in.” But it is a fact that Mr. Davies, M. P.,—contrary to Mr. Peters’ “ principle"—exerted all hie ability, and all his ** human devices,” and all his resources, to bring about the defeat and disaster of the Local Government of that day. While many persons complained that he ought, instead, to be attending tv his duties in Pailiament, no one doubted for a moment his right to take part in a Provincial election. Nor would Mr. Peters object to Dominion interference iv Provincial politics—if the interference were in the favor of himself or bis party.

During the ferenoon session the time of the House was taken up with the bill dis franchising the Duminon cfiicials, and in the afternoon the discussion was resumed Mr. Shaw presented a petition signed by one hundred and twenty six of the Dominion officiels asking that the right to vote be nut taken from them. The petition reads as follows : —

Me. Shaw then spoke ably in defence vf he men whose right to vote War ‘to be taken away from them. He hought the large number of names attach ed to the petirion (several of them Lib- erals) was a sufficient refutation of the Guv- vroment’s assertion that the men wanted tu bs disfranchised. He also pointed out that, instead of the Dominion compelling, the «mployes to vote Conservative, the Gov ernment always encouraged good officials, and instanced several cases where weil- known Liberals in the employ of the Doni inion had had their salaries increased in proof of his assertion.
DR. JENKINS SPEECH.
Dr. Jenkins said : The object of the bill before us isto deprive of the privilege of the franchise a large body of most respect- able aud most intelligent electora—men. who dearly value the power of votiog, and have protested against being deprived of it [ look upen it, Sur, as an il-liberal and re'rogsde movement. The Hon. Edward. Blake, » man who, though deficient in those attributes which make a popular and successful leader, was beyond question possessed of grand ability, an advanced thinker, of progressive libetal views—hé considered it advisable not only to give every man @ vote, but to comipel him to exercise the privilege—and I believe, Sir, he was right. It isthe mission of liberals to enlarge and broaden the franchise; of tories, to limit and curtail it. Had the Government brought in a bill to do away with the system cf special voting, which is founded on a vicious principle, and is cal culated to infringe the liberty of the peop'e, and has in one, if no more, instances, practically disfranchised a whols constituency, they would have been fullowing Liberal traditions and doing that which would rfl-ct credit on their party. The trend of public opinion at the present day is towards the “‘oue man,. one vote” principle. But this House is about to act m the the ‘tone man, no vote” principle.

proud to say, Sir, that it was through my xertions and by my unaided efforts that he franchise of the young men of this Pro vince was saved, and more than that, Sir, I was fortunate enough to be able to induce he Government to modify, and to a grea: xtent, lower the qualification, thus giving +s voteto mapy who would have been de orived of it by the bill as it stood origina y. Nov, Sir, if I could induce this Goy ernment to protect the electors in the exer cise of their voting privileges instead of de priving them of it, and hft this Prov‘nce from the rear and ruck of L beral principlee vhere it now hes by its persistence in the ystem of open voting, and bring it forward o the yan of Liberalism by introducing + bill te provide vote by ballot, to prohibi canvassing, and cumpel the elector to poll his vote, if, sis, I could pievail on the Govern ment to p+ss such an act I should be still mor proud ef that which I had .ccomplished; and - teel convinced that every member of this House, in afier years, would be able to lock mack with pride and satisfaction on an act » hich wi Ido moreto protect th» voterand purify vlections than all the acts to prevent bribery sod intimidation ever put mpon the statute books. I cannot say that I think the Govern- ment is entirely ur provoked in bringivg forth his measure. It is undoubtedly hard, it is ggragating to a party, to think that the pol- \ ical comp'exion of a consti uency is changed by a forced vote; and ‘hough I do not believe hat the Dominion aathori-ies have ever forced any man to vote against his convictions, and hough I believe that they have never dis missed a man for the simple act of recording his vote, still 1 cannot honestly say that the vote given by Dominion cfficials is not to some ex- tent a fore-d vote. There are, no doubt, men who vote on one side for the sake of providing + iiving for themselves and families, who, if they were perf-ely free and uatrammelled, would vote on the other side. Rut, Sir,the bil! ‘efore us does not prepore to rectify this state of things by p acing the elector ia a free and untrammelled condition; it does not esssy to protect the voter, but simply cu’s the gordian knot by killirg the vote. erty: no statute’ that does harm to any | individual. All our liws are framed for | the purpose of protecting the individual. But this legislation isa blow at the liber- ties of alatge number of our psople, and

Men have sacrificed their lives for this vight and would do so again, and the idea that we should sweep this privilege away by a bill of this nature is a babarity worthy of the dark ages. The laws of England were a thousand years in formation : the growth of many centuries— and every year is added some new principle of liberty. The men who framed our constitution and gaye us our laws —those whom he named yesterday, Cotes, Elavi- lind, and the other noble men associated with them—went back to antiquity. They borrowed from England and ancieat times those laws and records up n which they could build up 4 solid toundation. In ancient Greece there was a remarkabls council, onewery agarly approaching vur own — lt was compdsed of thirty members assembled trom every province of Gr: ece. These men framed a code of laws which has stood.the test of sages, and which is the foundation of many of the laws of Britain! te day. [t is said that ‘slaves cannot breathe where the English flig waves’ We place these men in a worse pesition than slaves, atid he hoped no man here would yote for a bi of this nature. He spoke strongly becanse he felt strongly upon it, and he knew that there were others here who must feel most strongly on this bill. He hoped they would nit emother their con- victions and vete for it.

Mr. Peters said that the Government must decline to adopt this suggestion. He argued that th: principle ‘*Separa'e Dominion and Local politics” is « sound one, and that the fact that so large a petition had been so quick- ly signed and presented was a strong argument in favor of pressing the bill through the Leg. islatare.

At the evening session the debate was resumed by Mr. Shaw. He firat took up the contention of the Leader of the Gov- ernment that because the Judges of the Supreme Court had bean disfrarchised it was right that the empliyes of the Domin. ion should be, and showed the absurdi y of ‘he contention. He poigred out the great | différence there was in the two positions, showing clearly that the Judges knew when hey accepted the position that they were. not to be tllowed to vote, because they were to decide «laction petitions and give

Then he referred to the claim of the Governmant that it would not be right to »sliow women owning property to vote on prohibition at the forthcoming election, on the ground that it might weaken the effect of the plebiscite if persons who had not been qual fied to vote at the previous election were allowed to vete on that occasion, and showed theinconsistency of the Government as evidenced by their conduatin preventing the Dominion « flicials fromwotng:-at the same election, thus shutting out the votes of some seven hundred persons who ware bona fide electors, What, he asked, would be the effect of such conduct on the s)o- minion Governmént?! Would it tend to strengthen the hands of the prohibitionjats, or wonld it have a contrary effect?
