Parliament Meets Feb, 25th. AN EXPLANATION.

Orrawa, Jan 23

The meeting of Parliament has been fixed for February the 25:h.

It transpires that two of the tenders re- ceived for the fast Atlantic service are from the Allans and the Furness Line.

The Grit papers are m+king a character- istic howl because a cheque has be: nissued to the contractors for the Kingston Graving Dock for $32,000, despite a former decision of the Government to withhold the ac- counts due until the pending matters were settled. The facta are that the Government some months ago decided to withhold the amounts then €due, and are still duing a. Che cheque just issued is for work perform- ed since that time and is in accordance with & promise given by the Hon. Frank Smith, acting Minister of Public Works, at the date of the garnishee, as an induce- ment to carry on the work to completion, aod thus avoid the delay which at that time seemed inevitable,

The latter re- fused to accept the challenge and M. Laur has written to M. Constans repeating the insulting language which he used toward him in the chamber.

Cuicaago, Jan. 21.—The city ‘s threat- ened with a water famine this morning. The lake crib at the end of the tunnel main, the source of the city’s water supply, is choked up with ice and is frozen solid for the first time since the tunnel was built. All manufactoriesin the city were unable to start up this morning and hotels and residcnces could not secure even enough water for cooking purposes. In case of a serious fire, the fire department would be almost helpless.

Montreal, Jan. 21 —The session of the royal coummussien which opens here 01 the 28.h inst., is ‘ook d forward to with much interest. John P. Whelan, whose name has beon so much connected with b oiling transactions as Mercier’s victim, will be one of the first to give evidence. The in- teresting part of his evidence will relate to the first amount of money he claims to have paid Mercier. The amount was $4,000 and was paid the premier in a little room off the office of one of the lead- ing hotels here in the presence of the land lord who will be called on tou confirm the story. Another amount likewise paid Mercier in the same place and under the same circumstances was $6,000.

Lonxpon, Jan. 21,—The funeral of Cardinal Manning took place to-day from the Oratory Nearly all the the best families in England, including all the Roman Catholio nobility, were represented in the Oratory, many members of the House of Commons and House of Lords being present. The funeral procession was one of the most solemnly magoificent ever witnessed. It was headed by 5U0 priests in full canonical robes; after them came 14 bishops in the most elaborate ecclesiastical robing Behind the bishops were a number of canons in rich mourning vestments and behind them a host of choristers. The bishop of Clifton (Hon. Wm. Chifford) officiated at the Requiem Mass, Rev. John U. Hedley, bishop of New- port and Menevia, preached the sermon.

The father is dangerously ill.
