Then there is the matter of the 4,000 and odd dollars short and unaccounted for. The Opposition attempted to show that this discrepancy is caused by the fact that the interest, sceruing from the several amounts due at the Land Office, is not all mate up at the end of the year, but is charged to each debtor as it becomes due. That fact does not alter the case. terest ie charged at some time in the year, and the whole sum of the interest ought, therefore, to be made up by the end of the year. But there ie, on the Commissioner's ewn showing, 4 shortage of $4,421 51— either principal or interest. Surely the Opposition and the public are entitled to a reasonable explanation of this matter.

We have no doubt that the present Com- missioner of Crown Lands imagines that he is being misrepresented before the public. But there ought to be a much more con- clusive as well as more dignified way of reassuring the disturbed mind of the pub- lic in respect to this shortage than that of shouting “‘liar.’’ If the Commissioner can- not find that way, the public will be veiy apt to conclude that he is in the wrong.

On the subject of examinations the Pupu- lar Educator has the following : **‘We de- sire to place upon record our emphatic pro test against the value placed upon examin- ations as criteria for judging of the ablity of the teacher or the excellence of the supervision. Neither the quality of the teaching nor the supervision can these examinations test. They are sufticient tests only of thai which is purely mechani- cal, as for instance, penmanship, spelling, and, perhaps, the construction of sentences. The true method of judging of the value of j instruction is by observation of the teacher and class at work, and those whose vubser- vation is at all extended know thai nine times out of ten narrowed, if not inferior, teaching gives the best examination results. Pens will go up from many a sensitive teacher’s lips when popular sentiment has strangled the examination fiend and Pluto claims his own.

The above, although a very imperfect out- line of a great work, may yet serve the pur- pose of rendering Tuesday’s concert more nteresting
