The chairman thereupon jumped to his feet and conitnscaded obedience exclaiming “I am Governor here to-night!” It is propos d that Mr. McWilliams shall hereafter be known as *‘ Hig Excellency.” Needless to say, the Leader of the Opposition kept the even tenor of his way.

The Medical Bill.

Sin, —Permit me to deal shortly with one or two misrepresentations used in Op- position to this bill.

{t has been insinuated that the Oouncil would be the svule judges of what should constitute ‘‘infamous or disgraceful con- duct in a professional respect” and that the Supreme Court would not interfere with their decision on that point. In support of this contention it is stated that the English courts have decided that the Council are the .best judges of ‘“‘what is professional or not” Let me inform you that the English Medical Act gives no appeal feom the decision of the council, and for that reason the Court of Queen's Bench re- fused to enter upon the question whether ihe council’s decision was right or wrong. The present bill gives au appeal to the Su- preme Court,and,on an appeal,that court is bound todecide whetherthe app-llant’scon- duct has been “infamous” or ‘‘disgraceful,” or otherwise. This is surely sufficient pro- tection against any error on the part of the council, In the Eng- lish case referred to, the person whose name was struck off the register had pub- lished & book called ‘*The Wife's Hand- book,” containing instructions loathsomeand shocking to common decency, and of ao un- savoury a characterasto be unfit to be more particularly described in your col- umns. The ieck was accessible, according to the report of the case to ‘* the youth of buth sexes, to the detriment of public morals.” Canit be contended that the Council did wrong ian expelling this man from the ranks of an honorable profession with ignominy and disgrace /

The statement in reference to Sir Morrell McKenzie that the ‘* medical counoil decided he acted unprofessionally and struck his name trom their roll” is absolutely without found- ation, It is true, however, that Sir Morre)] Mckenzie, owing to differences between him and the Royal College of Physicians, of London, requested the registrar to erase the title he received from that college from the register. Asa fact, however, his name with his other qualifications remained on the register till his death- 1 beg to enclose the correspondence on this subject which appear- ed in the London Lancet and in the British Medical Journal, with the request that you publish the same in THe Examiner.

The Latest Outrage.

Sik,—To give a good reason for the prac- tice pursued by the Persians, Egyptians, Grecians, and other Orientals, of selecting emasculated persons as their most trusted government officials, has puzzled many students of history, as it seems evident that they, from experience, felt that it was highly necessary that their officials should be thus treated. The amendment to the act respecting the Legislature, passed by the Legislative Council on Good Frida morning, about the some hour in whie Peter first denied his Master, and in pain- ful struggles with their last enemy, I think throws some light on this intricate ques- tion. «ll Dominion Government officials entitled to vote for members of vur Provincial Par- liament. The most vile, venal and de- graded person owning three hundred and twenty-four dollars worth of real estate; and the most ignorant, drunken loafer, if he pays a trifling tax, can vote, But the Dominion Crovernment official, although he may own thousands of dollars’ worth of property, and his charactor on a par with C:esar’s wife, is not considered a sate person to entrust with this privilege. I believe the Provincial Gov- ernment sficials are still allowed vote. Why this is 6o I fail to understand. The Provin- cial officials’ weaknesses and frailties and the Dominion officials’ are altogether the same. |] Was going to write so are their virtues; but as the Legislative Council evidently think they have none, I had better leave that alone’ Surely they must believe that all those that have proved themselves capable of successfully treading the devious paths leading to the of. ficial Elysium are dangerous characters, in fact, the generation of the wicked; and as like produces like, the Council eannot think it to the interest of their fellow-men that they should have any descendants, It would seem that the ancients mentioned must have come to similar conclusions, and like our legis- lators, acted up to their convictions.
