We have insisted, it appears, upon the cession of theSulu Islands in addition to the group properly known as the Philip= piné®, and Spain has agreed. Distinguished Services.

Wasuincron, Dec. 14.-Tocarry out the suggestion contained in bis annual report relative to curing the d-f cts of the present laws governing rewards for distinguished services and promotions in the navy, Secretary Long yestercay cent to Congress the drafts of two bills cn the su' ject. These have been prepared with great care by Judge Advocate Generse! Lemley and it is generally b-lieved provide for the proper recognition of acts of extraordiaary brav~ ery without involving the virtual punish - mnt of officers who have bonoratly and fa thfully done their fulldnty.

The first bill provides for the b stowal of three classes of medals for distinguished services ;an “Honor” medal for distin~ guisbed conductin batile, carrying with it an increase of pay rangiog from 5 to 15 per cent; a“Courage” medal for extra- ordinary heroism anda “ service” meda for distioguished public eervice in tim of war.

The s-cond bill provides that the ad- vancement in grade of an offizer for ser vice in the war with Spain shall not inr- terfere withthe regular promotion of other officere, but that the officer edvan- ed shal] not constitu’e an additiona! num~ ber in the grade to which he is promoted.

Murder Will Out

Sr. Scu Lasriqve, Dee. 14 --There was a decided sensation yesterday morning in the trial of Cordelia Viau, who is, ip com- pany with Samue! Parelow. charged with the mvrder of her husband, Isadore Poirie o Bt. Canute, Qar,, on November 27th 1897. Thecrown celled Sheriff Lapvipt tothe witness box and asked him to relate confession made to him by the prisoner. The Sheriff refused, as the confession had been made on a promice of secrecy. but the judge over-ruled ih» otj ction, and the related that a couple of months after the first trial of the priscner, be was talkin about the care with her when she aie to some evidence regardin g foot-printe on the floor of the room 1p which the murder was committed, which she said could not have been hers, as she was wearing rubs bers that day and orly tock them offio the evening.

“So you were there,” ssid the Sheriff carelessiv, and the prisoner replied, If you will keep it a secret I w ll tell everything.”

The sheriff psomieed, and the prisoner then detailed the whole story of the mur- der to him, fraying that Parsliow had struck the first blow. During the resitel of the sberiff’s evidence the prisoner wept copiously.

Orrawa, Dec. 13.—Sume Indians upon the St. Regis reserve are agitating fora return to the tribal system of electing councillors. Inspector McRae and J. A. J.
