Senate Criticizes:

Student

OTTAWA (CPl—The govern- ment's student loan bill ran into a barrage of criticism in the Senate Monday. although most of the senators taking art in the debate said it should even tuaily be passed.

Most violent criticism of the bill. under which the federal government would guarantee interest-free bank loans of up to 1.000 a year for five years ior university-level students. came from G. S. Thorvaid- son (PC—Manitoba).

"I believe this bill is so bad. no lrresponsible.- so simply a vote-catching l:immick that it does not even deserve to go to a committee of the Senate' The senator said the bill was a bad thing for Canadian unity in that it exaggerated the "opt. ing out" formula for provmcea. and a bad thing for the young people of the country

Not only was education pri- marily a provincial responsibii iiy. but the need to earn me money to pay for their educa- tion themselves was an import.- ant way of building the charm» ter of Canadian young people.

"This is a field in which the provinces historically have leg islated until the day we decided to give university grants. '

The new council. which is to advise the government on “all matters relating to the interests of the Canadian consumer." was first announced by Miss La- Marsh July 16. in a speech here to the Federation of Business and Professional Womena Clubs.

International Narcotics Probe To Get Underway This Week
