A Boer town 1s not iaid out on sys- tematic lines, as one sees towns in Canada or Australia. The streets seem to run much as they please, or as_ the exigencies of traffic have caused them to run. I doubt if the plan of a town

is ever drawn in this country. People | arrive and settle down in a_happy-go- lucky manner, and straightway build themselves a home. ‘Their homes are places to live in, not to look at. There is an almost utter absence of architect- ural adornment everywhere. As I sit writing this epistle my eyes can range over a large number of dwellings. They are nearly all alike—plain, square structures, plastered snow white. ‘There is a double door in the centre of the front, and a window at each side of the door. A stoep, about six feet wide, rises a foot from the pathway, and there is nothing clse to be seen from the outside tront. These houses look bare and bald, and are as_ expression- less as a biind baby. To me, most houses have an expression of their own.

In an English town a quiet walk in the dawning, making a survey of the dwelling places, always leaves the im- pression that I have gleaned an insight into the character of the dwellers therein. The cheeky-looking villa, with its superabundance of ornament, is 2 monument in masonry to the suc- cessful mining jobber on a small scale. The solemn-looking, solid dwelling, standing in its own grounds, where every flower bush has its individual prop, where the lawn is trimmed with mathematical exactitude, and not one vagrant leaf is allowed to stray, $speaks with a kind of brick and mortar elo- quence of virtue that has never grasp- ed the sublime fulness of the Scriptural

There is little about them ‘to lead one to the belief that the re- ceived overmuch care after they had been put in the soil. I have found a very creditable library in pretty near- ly every Boer town that I have visited, and it isa noteworthy fact that all of our most cherished authors find a place on their bookselves. One other thing I have noticed, which, though a small thing in itself, is yet very signi- ficant. In nearly every hotel, and in many of the public places, portraits of

SCHREINER’S ATTITUDE.

Mr. W. P. Schriener, the late Pre- mier of Cape Colony, speaking in the Cape House of Assembly recently, announced his intention to support yan amendment to the Government's treason bill, which, without disap- proving martial law, declares it con- tinuance in certain districts contrary to the rights of British subjects. He took the ground that the amendment would not hamper imperial action. The occasion was seized by Mr. Schreiner to make a long and eloquent explanation of his attitude throughout the war in South Africa.

“If I have been guilty,” he exclaim- ed, “regarding the insufficient colonial defences, the military authorities have been ten times more guilty. I delayed calling out the volunteers until the invasion of the colony compelled it. I was not aware at that time of the weakness of the Imperial force.” He vigourously denied the existence of an Afrikander conspiracy declaring that sympathy with the Boers did not mean disloyalty, provided allegiance was maintained. Mr. Schreiner paid an enthusiastic tribute to the humane methods of Lord Roberts.
