The Water Question.

We greatly regret that, after all that is past and in full view of a still further in ergase of the rates of insurance, the citi- zens of Charlottetown are not yet ready to begin taking steps to secure a supply of water. Those who attended the meet ing last night were late in coming and early in going; and nothing was done. No doubt one reason for this was the kaowledge that the City Council cant do anything just now ; and woulda’ if they could. Another reason may have been the feeling of many citizens that arrange- ments Ought at once to be made to secure a full supply, not for fire purposes only, but for household purposes as well ; for though we want water as a safeguard against the devouring element, we want it quite as much for the comfort of our wives and their servants—we want it for cleanliness and for health. Now, let us look at this matter, for one moment, from the economical point of view. Great disappointment was expressed, with good reason, last evening, be- caase the Insurance men did _ not make a more liberal offer; and there can be no doubt that when we have a good water supply and a, good equipment for our gallant firemen, the rates must, as they have in Truro, in Ottawa, in Fredericton and elsewhere, come downto figures much lower than the Board of Underwriters are now pre-

pared to guarantee that they will come

But, let us view the situation in the light of their illiberal offer. We now

pay, in insurance premiums, $38.344.14 a year; und in a few days the rates will be raised to such an extent that we shall next year be compelled to pay—suppos- ing that our policies are as at preseut— $46,012.96. But the Underwriters say that with a sufficient supply of water and ao efficient and properly equipped fire brigade ihey will make reductions amounting to $14,059,51.

Now, the expeuse of a supply of water tor fire purposes will be $2,500, and if tenders were called for the service even better terms thea these may be obtained ; a firealarm telegraph may be put up so the committee say, for $1,200, equal to about $75 a year; and suppose we in- crease the expenditure on account of our Fire Department by $1,000 a year, asum which ought to raise the Depart- meut toa fair state fof efliciency, espe- cially if the water supply is obtained and the work of the Department thereby reduced—the additional expenditure required annually in order to meet the views of the Underwriters will be :—

On the basis of the figures submitted by Bachanan & Co., by the Weterworks Committee, aud by the Board of Under- writers, this is how the matter will affect the Corporation. The ratepayers will have to pay $3,575 more in the shape of taxes, and they will pay $14,- 069.51 less in the shape of fire pre- minums !

Nuisances.

Iv the editor of the Patriot will but put on his best spectacles apd refer to the Nuisance Act, passed last Session, as published inthe last number of the Royal Gazette, he will, no donbt, be able to see and read for himself the following section :—

3. After such date (June Ist, 1884), no cess pool, ash-pit, manure-pit or other place forthe reception of slops, washings or drainings, shall be used in the said City of a greater depth than two feet below the surface of the ground, and all such cess- pools, ash-pits, manure-pits, or other re- ceptacles as aforesaid, as are of a greater depth, sball before that date, be thoroughly cleansed and filied up with ashes or clean clay.”

The italics are ours. He will also be able to read,immediately after the section queted by him last night,—

‘*2. After such date (1st June) there shall only be used for such purpose (i. e. the purpose of a privy) properly constructed drawers or boxes, over or let into the soil to the depth aforesaid, which said drawers or boxes shall, at such intervals of time as they shall severally require it, or as ordered by the Board of Health of the said City, be emptied and thoroughly cleansed, and the

contents thereof, with all convenient despatch, deposited outside the City limits.”

And again, —

“6. Any person or persons guilty of an infraction of any of the provisions of this Law shall, upon conviction in the City Court of the Stipendiary Magistrate, on the oath or affirmation of any credible wit- ness, forfeit and pay, at the discretion of the said Magistrate, a penalty not exceed- ing thirty dollars fur each offence, exclusive of cosis, and in default of payment thereof, it shall and may be lawful for the said Magistrate to ‘commit the offender or offenders to the common jail of the said City, for any period not exceeding thirty days, unless the said penalty and costa be sooner paid,”

the examination of a class. In the course of a _ short address His Henor said the examination had afforded him a ureat deal off

of satisfaction. He reviewed the subjects of the examination, referring particularly to the correctness and ease with which (for an Islander) Professor Lepage spoke and tavghtthe French language, to the prac ical value to this Province of the lessons in music of one so highly gifted as Professor Caven, and also to the great importance to this Agricultural Province of the study of Agricultural Chemistry as taught by Pro- fessor Anderson. His Honor said that he hoped, before he went to the bourne from which no traveller ever returns, to see a new building erected worthy of the chief institution in our educational system, and worthy of the Province.

How. D. Laird said that what he seen at the Examination was very satisfactory in- deed. He was particularly struck with the excellence of the reading—the pronuncia- tion was good, and the readers entered into the spirit of the passages read. Some per- sons, he said, objected to our professors, because they are not graduates of unhiver- sities, and have not M. A. and B. A. tacked on to their names. But we have a better

guarantee of their ability in the work they have done than we could have in piles of sheepskins.

The 1enowned Professor Dawson had volun- tarily told him that among the best pre- pared students who come to MeGill Uni- versity are those who graduate from Prince of Wales College; and Principal Ross, of Dalhousie College had testified to him in the same terms; and having this evidence he felt sure that those who say the Prince of Wales College ‘‘must go” will be dis- appointed. The college building he said is altogether inadequate and should be re- placed by a larger and better one.

Hon. Senator Haythorre said he was very glad indeed to see that the College shews no sign of decadence,and in the course of a very interesting speech discussed sev- eral questions connected with the work of education in the Island, concluding with the hope that a better College building would, ere long, be provided.

Str,—By the Canadian Banking Act, Cap. XI., 33 Vic., it appears by the follow- ing clause that parties holding paper be- longing te a bank having their head office outside of Prince Kdward Island appear to be at a very great disadvantage:—‘‘The Bank shall always receive in payment its own notes at par, at any of its offices, and whether they be made payable or not; but shall not be bound to redeem them in specie or Dominion notes at any place other than where they are made payable. The place, or one of the places at which the notes of the Bank shall be made payable shall always be its chief seat of business.” Is such still the law? Perhaps the In- spector of the Bank of Nova Scotia, now here, can answer.
