Lonpon, Oct. 30.

The St. Petersburg Guzette are persistently current that the Govern- ment has decided to offer active assistance to Shere Ali. Many volunteers are pre- paring to start for Afghanistan. By order of the High Admiral 110 torpedo boats were distributed among the ships.

A Vienna telegram says England confi- dentially directs the attention of Austria to the serious aspect of affairs in Turkey, but has not made a direct attempt to bring about common action, by the Powers, al- though she has brought forward the matter individually at St. Petersburg.

A Simla despatch states that telegraphic correspondence is proceeding with the home authorities. The Indian officials appear disappointed with the instructions from the home office, and it is rumored that the Viceroy is instructed to write the Ameer again before advancing.

The Begum of Chopal has offered to place her army at the disposal of England.

SERLIN, Oct. 30,

The Russian General, Lonakine, has started from the eastern shore of the Cas- pian Sea in the direction of Mero, near the northern frontier of Afghanistan, one ac- count says to punish marauding inhabi- tants.

Lonvon, Oct. 30.

Intelligence from Whydah, west coast of Africa, Sept. 26th, states that the Portu- guese Commandant and seven soldiers are held captives by the King of Dahomey, who makes them parade before him daily. The King has recommenced the custom of hnman sacrifices ; five hundred persons were slaughtered in one month.

CONSTANTINOPLE, Oct. 30.

The Porte asked Prince Lobanoff to ex- plain the return of Russian troops to posi- tions recently evacuated by them, and also their refusal to re-instate Turkish authori- ties in the district between Tchorlon and Adrianople. Sixty thousand Russians have entered Roumelia by way of Bourias.

CONSTANTINOPLE, Oct. 30.

The Porte has learned that Gen. Todle- ben has arrived at Lule Bourges, and or dered the repair of the bridges and the construction of barracks for winter quar- ters.

The Porte at the instance of France and Italy expresses its willingness to make a slight rectification of the frontier in favor of Greece, but it is thought here that Greece will refuse any boundary other than that indicated in the Conference at Berlin. Meanwhile Turkey and Greece continue in hostile preparation.

Vienna, Oct. 30.

In the Lower House of the Reichsrath to-day the reporter of the Budget Commit- tee moved that the discussion of the Gev- ernment bill forthe issue of 25,000,000 florins, gold rents, to cover the expenses of the Bosnian occupation be postponed for the present, and the Government mean- while be requested to lay the treaty of Ber- lin before the House immediately for dis- cussion. The Budget Committee, in the sitting when it decided upon this action, adopted a resolution that the treaty ought to have been submitted to the’ House be- fore the occupation was undertaken, while the Finance Minister maintained that the delegations alone were competent to dis- cuss the foreign policy.

The obsequies of Cardinal Cullen, yester- day, in the Cathedral were solemn and im- pressive and were attended by an immense gathering, including all the bishops of Ire- land and 600 priests. There was no ser- mon, but a panegyric will be preached by Father Tom Burke. Bishop Moran, neph- ew of the Cardinal, pronounced the absolu- tion. The coffin was borne out to the vauli while the Benedictus. was chanting; holy water was sprinkled on the coffin, which was placed in the vault.

The trial of. Juan Moncasi has com- menced. He refused legal assistance, and an advocate was appointed by. the Court to defend him. It is considered “proved that he had no accomplices. It is .believed the King will commute the sentence of death, which will doubtless be passed, to penal servitude for life.

A committee of the Constitutional party was formed very shortly after the meeting of the Cortes, to test the question of defeat,

Lonpon, Oct. 30.

A Glasgow despatch says the Directors and other officials of the Glasgow Bank were, this afternoon, committed for trial on charges of fraud and theft. They must how be tried within a hundred and twenty days. The. friends of the prisoners are making every exertion to secure their liberty. The relations of John Stewart, one of the Directors, offered $500,000 bail, but the acceptance of bail is not obligatory in cases of theft. Some gentlemen promi- nently connected with the Bank have dis- appeared.

Thomson & Nephews, timber merchants at Grangemouth, have failed. Liabilities heavy.

There has been a slight fall of snow here; and there is considerable snow in various parts of the country.

A Rome despatch reports that Cardinal John Howard, a native of England, nomi- nated in 1877, has been offered and de- clined the Archbishopric of Dublin as the successor to Cardinal Cullen.

A Copenhagen dispatch says the political difficulties in the way of the marriage of Duke of Cumberland with the Princess Thyra have been removed.

A Berlin dispatch says: “If the Duke of Cumberland shall retract the manifesto issued after his father’s death in which he asserts his right to the Crown of Hanover, Prussia will surrender him to the Guelph moneys.”
