Ax Inrerestivae Revic.—Mr. W. H. Stewart lately found among his father’s papers a programme (printed on silk) of a **Char- lottetown Regatta” held in the year 1843. But one or two of the contestants of that day (and there were many) remain. The Hon. Benjamin Davies (the Nestor of our Railway staff) is one, and Jim Louis is another. Be- sides these and the printer (Mr. Ings), whese imprint appears at the foot, we do not see on the programme the name of a man who is now alive in this world. ‘The relic is a very inter- esting one, and will be more valuable as the

An order in Council was passed a few days ago cancelling grazing leases in the Northwest comprising 660,000 acres, owing to the failure of leaseholders to com- ply with the Government regulations. The decisive step will be heard with interest in the Calgary and Fort McLeod Districts where complaints were made that many of the leases were simply held for speculative purposes.

The Babson transhipment case has elicit- ed so much comment here that the financial agent of the Customs Department will shortly visit Halifax and examiue into and report upon the case.

A despatch from Zanzibar says that in pursuance of the Sultan’s orders four natives awaiting trial for murder were horribly and cruelly executed in the streets of the town. Their heads were cut off the bodies and left where they had fallen, ex- posed and unguarded, until the evening of the day of execution. The Sultan also ordered that 24 prisoners, including one woman who had been sentenced to life,

the next week, a few to be executed each day. The British Consul vainly protested against the atrocities. The Sultan pro- claimed that in future he wil] be guided by Mahomedian law only. He has bestowed the power of capital punishment on local governors, and orders that their sentences shall not be subject to appeal.

A Disastreus Outbreak.

Lonpon, Dec. 19.

News has been received of an outbreak between the Ausha and Masai tribes. The former tribe enticed the Masai warriors into making a cow lifting expedition, and during their absence the Aushas raided a Masai settlement, massacred the old men, women and children, and seized the young- er women for concubines. They also car- ried off 14,000 head of cattle. The Masai warriors, returning from the expedition and finding their homes devastated, lament- ed for three days, and then commended a war against the Aushas, which will proba- bly last for three years and result in the devastation of the country west of Kiliman- jaro mountain,

Discounting Bank Bills.

Hauirax, Dec. 19.

There has been exasperation for years at the fact of Upper Province bills being re- fused here, except at five per cent, discount, and Maritime Bank bills being subjected to the same treatment in the Upper Provinces. The Halifax Banking Company have made arrangements with Molson’s Bank whereby their notes will be paid at par at any place in Canada where the latter bank has an agency, while notes of Molson’s Bank will be taken at par at any place in Nova Scotia or New Brunswick where the Halifax Bank has an agency.

Taxing Foreign Goods.

Lonpon, Dec. 19.

The Manchester Chamber of Commerce, by an overwhelmning majority, have pass- ed resolutions holding that all foreign goods similar to thcse produced in England, should pay the same proportion of Imper- ial and Jocal taxation, that they should have paid had they been manufactured in Great Britain.

Snow Along the Intercolonial.

Moncton, Dec. 19.

The northern division of the Intercolo- nial is now clear. The Buctouche and Moncton road is completely blocked. There have been no trains for two days, and none are expected for some time. The engines are ia Buctouche without a plow, and the track is covered with from one to two feet of snow frozen hard.

Off for Naples.

Lonpon, Dec. 19.

Mr. Gladstone started for Naples to-day. A great crowd gathered at the railway sta- tion, and the ex-Premier was enthusiasti- eally cheered when he departed for Dover. At the latter place thousands cheered him on arrival, The trip across the channel was made in a rough sea and foggy weather.

On the Warpath.

Catcutta, Dec. 19. The Chittagong Hill tribes have raided the lowlands and killed several persons. An expedition consisting of 200 men has started out to punish them.

Italian Immigrants in

America.

The Osservatore Romano, of Rome, pub- lishes the Pope’s letter to the bishops in America with reference to the care of Italian immigrants. This letter says the Pope deplores the fact that many Italians, forced by poverty tu emigrate, find them- selves in & worse position than ever in Aim- erica. Great danger attends their souls both during the voyage and on their arrival, owing to the difficulty of meeting priests speaking Italian. Being much preoccupied with these facts, the Pope charged the Congregation de Propaganda Fide to study the twofold question of how to promote both the religious and the material welfare of emigrants, and it has been decided to despatch priests from Italy to localities in- habited by Italian emigrants. The Pope declares that it will afford him great satis- faction if the American bishops will facili- tate the task of these priests by referring to the Propaganda in regard to any changes required in their sacred duties. His Holi- ness concludes with a benediction upon the bishops, clergy and faithful in America.
