Lonpox, June 23.—Both court and governmest sre much concerned here over news received from Vienna,and corrobo- rated from Cettinje and from Rome, to the effect that the reigning Prince of Monte- negro has beeome crazy, and that putting him under restraint is a question of days, if not houre, thought itis difficult to con ceive who there i# in the principality to undertake the task. That some such step is urgent ie manifeet from the fect that among the moss dangerous phases of his dementine is au insane determination’ to embark atonce upon a full-fledged war with Austria. A few days ago, while passing through the frontier town of Nikechitch, finding a number of Herze- govinians on the market-place, be address» ed them ina loud and mevacing manner, using insniting language conceruing Aus-~ tria and its emperor, and concluded with the followimg extraordinary utterance : “I hear that Austria ie buildimga new railroad throngh her Nerzegovina. Well,. well! Neither Austria nor ite emperor will witness its completion, for before long I, shall bs in Nerzegovina and Southern Dalmatia witb my troops.” The prince talks and rants of nothing save war with Austria, aod much appre- hension is felt at Vienos for the Austrian envoy at Cetiinje, who, if uot exposed to bodily barm, ie liableat any moment to become the object of a most unpleasant encoumter with the prince. The latter’s. present trouble originated with insomnia, brought on by fioancial troubles, by some exceedingly humiliating mavifestations of imperial disapproval received from,St. Perersburg, aod by his bitt er disappoiat- meat at the curt refusal of Russia to,en- dorse his prcject of forming a Baléanic federation ander his presidency.

Sleeplessness led first to the use and then abuse of narcotics which, coupled with the gross intemperance for which he has long been notorious, has ended by completely wrecking both his mind and his body. His violence has become ex- treme, and so, tro, bas hie irritability, which has led him to quarrel with all of his eons-in-law, eepecially with the Crown Prince of Italy. Owing to the absence of any constitutional form of Government, , and to the lack of energy on the part of the Crown Prince of Montenegro, no one know how the prince will be put under restraint, or what steps will be taken to prevent him involy‘ng his country in war or suljecting to bodily injury either ‘these around him or himself.

Nowhere is this dangerous crisis iv Montenegrit affairs being watched with more anxiety and attention than at Vienna, where Emperor Frarcis Joseph is busily engaged in his annual inepection of the troops forming the metropolitan garrison, and composed of the flower of the army. At the end of this month he proposes to go, tor the first time since the death of the empress, to Ischi,where be will, spend July and August with his daughter Valerie and hie children as his guests.
