In the House of Commons yesterday, Mr. Davies resumed the debate on the re- distribution bill. He regretted that Mr. O'Brien should have declined to support the amendment, which was a very proper Parliament could not delegate to Judges orany one else the work of redis- tributioa until such a time as it defined the principles on which the redistribution took place. The amendment was, therefore, drawn on proper lines and in accordance with the British North America Act. He challenged the House to apply these prin- ciples themselves. Theduty of the House was plaio, that it should fix the lines and determine the principles and time when re- distribution should come into effect. The application of these principles was to be done by a commission or committee, and tinally parliament was to make these legal. After the principles of redistribution were decided, the rest of the work was mechan- ical’ The machinery to govern themselves in parliament was vital to the people of the country. Bad laws might be passed, but as long as the people had the machin- ery in their own hands they conli not com- plein
Sir John Thompson said that he was sur- prised to notice that nearly the whole dis- cussion, so far, was confined to details of the bill. That was a matter which should be left to a committee of the whole house, and therefore he would not partake in that feature of the discussion. He repeated what he said when the bill was first intro- duced, that the bill was framed in accord- ance with the duty which the Government owed the House in connection with the taking of the census. Each decade a measure wes designed with the view that there should be a genera! redistribution, on the principle of representation by popu- lation, or the application of the bill would havetaken much wider scopeand would have secured greater advantages for the party. Those’ disiricts only were interfered with where the general representat on furincreased or decrease of population was to be pro- vided for. He pointed out that there was no precedent for such an amendment to the bill at its present state. Such a resolution was a new departure in Parliamentary pro-

cedure. He then dealt with the constitutional point raised by Mr. Divies and showed that in 1872 aod again =s in 1882, redistribution
bills were passed and no such issue was ever raised. This system was pursued for a quarter of a centary without any exception being taken to it. lo his humble judgment the House of Commons had full control to deal with the subject.
After « further discussion, the House divided on the amendment which was lost, 58 to 110. It was a straight party vote.
Railway Men Discharged.

Notice has been given to twenty-six em- ployer of the Intercolonial Railway shops here that their services are no longer re- quired. This makes thirty-one discharged from the shops here and completes the list. Ten have been discharged at Campbslton and twenty-six at River du Loup.
