A Foolish Exchange.

This last question, those who ask the city to give up the present law, should | certainly be prepared to answer,

Bat they cannot answer i!

They ask that a law which they do not like should be repealed; and they cannot say what they have to offer in its piace.

Nobody koows,

Everybody kuows that one of them must be unconstitutional. But which of them ?

Nobody knows.

Now, what can magistrates or cou stables do when acting under a law of doubtful censtitutiouality ?

Everybody knows they can do nothing.

Som. times they do not do much with a law of undoubted force. Imagine the resultio( their efforts with a doubtful one.

A law that may be unconstitutional, is a very dangerous weapon for those who handle it. It may at any time ex- plode and hurt the men who use it.

Suppose that your property was ip danger from an attack of marauders,

that you were on guard’ with the best weapon you could

get—one, it may be, not as good as vou liked, still, one that at least would not burst as you used it. And, now, suppose that some persous, whom you more than suspected of having intimate relations with the men you were on guard for, came to you and said: “My good sir, give up that weapon, it is not doing as good work agaiust our enemies as we should like, give it up, and take one of these in its stead.” And then, if you followed his advice, you might hear seeu him say, as he turned off, laughing: “The fool, that weapon may burst in his hands,—he believed that his ene- mies and mine are the same.”

Ifthe people of Charlottetown give up, at the request of the liquor dealers, the Canada Temperance Act for a License Law of doubtful constitutionality, they will act in just this way :

They will make avery foolish ex change.

Government Claim against Old Bank.

Mer. Justice Perers this morning delivered a long and elaborate decision in the matter of the claim of the Domin- ion Government to be paid in full their claim agaiost the Old Bank. The judgment is against the Prerogative right, and holds that the Government must rank as ordinary creditors. The main ground on which the learned Judge based his decision, is—as we understand it—that the Old Bank being a local corporation, created by the Local Government pre- vious to confederation, and never having been legislated on by the Dominion Parliament, the Dominion Government cannot claim to be paid in full.

This decision would be a matter of congratulation,—were it certain that it will stand. But as itis rumored that the Government will appeal to the Supreme Court of Canada, one result of the present judgment will be that the assets of the unfortunate institution will be locked up for a long time—perhaps fur years,and the decision may ulti- mately be reversed after squandering good money in legal expenses. But, whatever may be the result of the in-

tended appeal, it will delay the winding up of the affairs of the Olid Bank and necessitate more

frittering of the assets among the legal gentlemen. This may be satistactory to them; but we doubt if it will be to the unfortusate creditors.

King’s County Exhibition Notes.

The Superintendent of the P. E. Island Railway has made the following arrange- ments with regard to the carrying of ex- hibitors and their exhibits for the King’s County Exhibition, on October lst., prox., VIZ :—

Return tickets will be issued at all sta- tions west of Charlottetown, on Tuesday, the 30th September, and from stations east of Charlottetown on Wednesday, the Ist October, good to return up to the 2nd October, at one first-class fare. The after- poon train from Georgetown on October Ist will be held until 4.47 local time. By this arrangement passengers will be enabled to return to their homes on Exhibition day.

Exhibitors from stations east of Mount Stewart, on the Souris branch, will have their exhibits conveved to Georgetown on Tuesday afternoon, September 3), thus en- abling them to have their exhivi!s properly entered and arranged in the building.

We hope to see a good exhibit from the eastern section of the country this year, as by these excellent arrangements exhibitors from Morell, S’. Peter’s and Souris, are put in as good a position as if they were living in the immediate neighborhvod ot the Show Grounds.

Come, friends from the eastern section of the country, take away some of the prizes from New Perth, Montague and George- town.

Exhibits from Souris Branch will be returned free, if ownership is not changed, on Thursday meruing, October 2nd.

One judge has been selected from each electoral district in the County for each department, and no doubt tiey will give sAtisfaction to all fair men.

Tickets to exhibitors will be issued at «ll stations on Souris Branch, on Tuesday, the 30th Sept. inst., good to return on ‘ihurs- day, the 22nd October next, for one first- class fare.

LO. ©..%. MEETING OF THE SOVEREIGN GRAND LODGE OF THE WORLD AT MINNEAPOLIS.

Minyearous, Minn., Sept. 15.—The Sovereign Grand Lodge of Odd Fellows of the world met this morning at the Grand

Opera House, where E. M. Wilson, on behalf of Gov. Hubbard, and Mayor Pills+ bury, on behalf of the city, extended a formal welcome. At noon the lodge ad- journed to go on excursions to Lakes Calhoun and Harriet and the falls of Mionehaha. ‘To-night a banquet was served at a hucel. The reports of officers show about 500,000 lodge members and 90,- 000 encampment members, a gain of nearly 12,000 lodge members and nearly 6,000 encampment members during tha past year. The available assets of the Sovereign Lodge are $80,000, a gain of $6,000. In view of the fact that last session cost $20,000 the grand sire recommended the abolichment of annual sessions and the substitution of biennial sessions. About 500 delegates were present.

Mr. Andre Cushing of St. Jobn, and Mr. Benj. Bremner, G. M., Charlottetewn, are the representatives from the Lower Provinces.

Items from Souris. _ Messrs. McDonald, McDonald & Co., Souris, shipped 505 barrels of mackerel to Boston on Wednesday—235 from Souris, and 70 from St. Peter's Bay.

Mabel Deleware, Capt. McDonald, saved 149 barrels of mackerel off East Point on Thursday. The fleet in general are doing little or nothing, with a few exceptions, although the sea is literally swarming with the much desired fish.

Plover and snipe are eagerly sought after, and not unfrequently fall before the sports- man’s aim.

Farmers are busy harvesting; about one- half of the grain is gathered 1n this section of the couotry. The oat crop gives promise
