You are quite right 1m assuming that the statement in the letter enclosed in your uute of today is untrue. [ am not in favor of Unrestricted Reciprocity, or any- thing of the kind. I am well enough ac- quainted with the trade and industries of Canada to know that Unrestricted Reei- procity would bring prostration or ruin,

No one can follow the proc.edings in Congress at Washington, and weigh the utterances of the leading; newspapers of the United States, without being etruck with the extraordinary j -alousy that prevails there concerning Canada— jealuusy growing out of the wouderfal develupment of her trade and manufactures within the past twelve years. It was this jealousy hat prompted the anti-Canadian features of the McKinley bill. It was re- presented and beiicved at Washington that ; the Canadian farmers largely depend upon the United States for a market for many of their chief products, and that their loyalty could be touched through their pockets, aud that it was only necessary to ** put on the screws” to bring about # political up- heaval in Canada, and such # reversal of the trade pelicy of the country ae would inevitsbly tead to Annexation.

I have found it necessary to keep well informed as to the drift of matters at at Washing'on, because the interests of the Canadian Pacitic Raiiway have veen tireat- ened by all sorts of restrictive measures, and from my ku wledge of the feeling there I do not hesitate to say that if the reault of the pending election in Canada is what the authors of the McKiuley bill ex- pect, anvother turn of the screw will fuilow.

No comfort is to be found in the recent disaster to the R publican party in the United States. It was not the anti-Can- adian features of the McKinley Bill thas caused this, but the heaviiy increased duties on many articles the manufacture of which at home was intended to be furced. This increase of du:ies came at a time of general depression among the farmers and working classes, and it was resented by them.

Putting aside all patriotic considerations and looking at the question of unrestricted reciprvcity from a strictly business stand- point, what in the name of common sense has Canada to gain by it at this time / Thousands of farms in the New England States are abandoned, the farmers of the Middle States are complaining, and those of +o ve of the Western States are suffering to such an extent that organized relief in oe- cessary. The manufacturers ever) where are alarmed as to their future, and must of them are restricting their ousput, working on short time and seeking orders at ab- sulute co-t sv that they may keep their best workmen together.
