Lonpon, July 14.—The Parliamentary South African Commission bas agreed upon areport. The Pall Mall Gazette publishes a summary of the conclusion of commission. The report will express an emphatic opinion that whatever justifica- tion there might have beea for action on the part of the people of Johannesburg, there was rone whatever for Cecil Rhodes’ conduct in subsidizing and organizing an armed expedition against the Government of the Transvaal.

Herbert last evening.

Premier Peters was the first and occupied the time of the meeting for upwards of half an hour. His speech was remarkable for what it did not contain in regard to the financial and other vital eres.

Mr. MeLean followed in a speech in which he exposed administration of the Peters combination | and pointed out the reforms promised by the Leader of the Opposition and his fol- lowers. Mr. McLean was well received.

Mr. Cummiskey spoke next, referring to some purely loca! matters and claiming that the Government had practiced grest economy. His remarks fell flat.

Mr. McCourt was the last speaker. He spoke on the public accounts and exposed

Sturgal used a long knife and Dollar defended himse!f with a razor. The candle was extinguished, and the deadly combat continued in the dark, until Sturgal laid dead literally cut to pieces, and Dollar was fatally wounded, having received 15 knife thrusts.

and Newfoundlaad should be represented in the Imperial Parliament. The seif governing colonies, Mr. Sedden declared, contained ten millions of inhabitants, or one-fifth the population of Great Britain and her colonies, and these ten mulliong are not the least important. He urged the holding of a consultative council to discuss the quert ons ot defence and the trade and foreign affairs of the colonies which were more important now than they had ever been before.
