I therefore did not persuade him from his protest.”

It is easy to point out mistakes after the event, and for Sir Theophilus Shepstone’s acquiescence in this double dealing, Great Britain had to pay a heavy ‘penalty. At first the scheme seemed to work wonderfully well. The Transvaal was quietly annexd, the debts were paid, and the finances plac- edon a sound footing The Zulus were crushed at a cost to Great Britain of many gallant lives, and $30,000,000 in money. When they were relieved from the pressure of these burdens, The Beers’ ancient spirit of independ— ence re-asserted itself. Peac2ful agita- tion proving fruitless, they resorted to war,and gained some striking successes. But that they could have been beaten without much trouble, and that they ought to have been, few people now doubt. Leoked at in the light of later events, the policy of the British Government ard its representatives at that time appears a series of bungles,
