In the House of Commons to-day, Me- Carthy introduced a bill to abolish the french language in the Northwest Terri- tories. He spoke at length, ‘reviewing the law which he proposed to repeal, and said ie was obliged to share in the blame for its enactment. There was nothing in the treaty of cession which countenanced the statement that the French language was cuaranteed to the people of Canada in 1841. ‘he use of French as an official Isnguage had been dispensed with by Imperial legis- ation, showing clearly that its continuance lad not been guaranteed by treaty, though subsequently this Act had been amended upon an address from both Houses of Par- iament. Time must be taken to consider the probable consequences of such t proposal as that contained in the bill. He hoped that the measure would be read a first time, and printed so that it could be fully discussed on the second reading.

Mr. Laurier regretted that McCarthy had introduced controversial matters at this stage, but would refrain from taking exception to the bill or the mover’s re- marks.

The bill was seconded by Denison (Con- servative) and read a first time.

Replying to Campbell, of Kent, Bowell said that 10,008,403 barrels flour had been imported into the Dominion during 1889. Phere waa no other business of importance, and the House adjourned.

The Senate had another short session to- day, and, on motion of Abbott, adjourned until the evening of the fourth of February next.

Considerable excitement has been caused among the commission men of the Chicago Board of Trade by a bill introdyced in Congress by representative Butterworth, imposing a high internal revenue tax on all dealings in futures. Senhor Miguel Martine Dautas, hitherto Portuguese Ambassador at London, has been transferred to Paris. He will be re- placed in London by Marquis Ficalho, one of the Councillors of State and Grand Master of the Court, the guvernment feel- ing that in this critical emergency it is necessary so important a place should be represented by an ambassador more fully cognizant of the national feeling than it is possible for one who has been a long time out of the country.

The Standard’s Lisbon correspondent says that the news has just been receiyed that the Government of Mozambique has published an act af vindication of Portugal's right to the entire shire district.
