HALIFAX, (CP)--Progressive Conservatives gained a seat in the Nova Scotla legislature Tuesday, winning Hali- fax South, 9. Liberal stronghold for 21 years, in one of three by-elections.

The Liberals retained another seat and a third ended in a deadlock in a constituency where the general election vote last year was voided.

Earlier in the night Liberal Alfred Reid was given a. one-vote margin over Progressive Conserv- ative Ernest Ettinger in Hants East.

But the presiding officer in a poll at Nine Mile River said later Mr. Ettlnger's total should have been one more than first report- e,d. thus making the deadlock.
