Mr. McKay resumed the debate on the budget. He dealt ably with the financial position ef the Province at the time the Sullivan Administration came :nto power, and showed how, during their term of office, they carried on the affairs of the Province honeatly and faithfully and in the beat interests of the people. The Sullivan Government, he pointed out, emongst other things, paid half the cost of the Lunatic

Asylum and erected new buildings on the Governmeat Stock Farm. He reviewed the revenues from

the Land Office received by the late Government, the Davies Administra’ ion and the present Administration, and showed that the late Government bad looked care- fully after the debts due that office. He also reviewed the estimates of the present year, and showed that they could not be realized. The Government have not reason or cause to count upon $60,000 from the Lane Office. The Leader of the Government will be at least $50,000 short at the end of the year. Mr. McKay concluded by criticising and ridiculing the Government's new and absurd ‘capital accounts,” and warning them to cease from pursuing 4 policy which musi lead to icretrievable ruin.

After recess, and on motion of Mr. Matheson, ‘he bill relating to accidents by tire and the removal of nuisances in the streets of Alberton, was read a third time and passed.

On motion of Hon. Mr. Farquharson the bili incorporating the Kensington Hall Company was read a second time in com- mittee and reported agreed to.

Mr. Warburton presented a bill incor- porating the Crapaud Dairying Company, which was read a first time, committed and reported agreed to. The bill was then read a tbird time and passed.

Mr. Warburton then resumed the debate on the budget. He complimented the Commissioner of Public Works upon the excellent speech he made in the House yesterday afternoon, and thought that his remarke were a sufficient answer to the criticisms of the Opposition in refer- ence to the workings of the Land Office. He said the statement of the hon. member from Summerside that about $50,000 yearly was saved to the people by the repealing of the Assessment Act was not correet. The saving existed only in the hon. member's imagination ; he forgot totell the House that while the candle was extinguished at one end it was left burning atthe other. He was believ- erin the Assessment Act and thought it was necessary at the time it was put on. He thought, however, that an improvement might have been made in the collection of taxes, and that the late government did wrong in repealing the Act at a time when the expenditure for education and other purposes had greatly increased. The debentures, about which the opposition had so much to say, were issued in order to pay off the debt lett by the late goverrment They would like very well to have the gov- ernment put on the Asscesment Act again,

but he fancied he heard the howling ot the opposition if they were to do so Ale thought the Legislative Council did wrong in allowing the late Government to draw $200,000 from capi tal. They had, however, frustrated the passage of the famous Hillsborough subway scheme, and for that they were to thanked. He repudiated the idea that the prop .sed bridge across the Hillsborough was an election dodge, and said that the estimates for the work furnished the late Government by the engineer were not the estimates of a man who could be looked upoa as an authority op euch matters. He then referred to the claims we had upon the Dominion, and referring to the Land Office management, censured the late Government for making grants of shore- front land when, according to their own statements, they knew that this land belonged to the Dominion. He claimed that it wasa physical impossibility for the staff in the Public Works Office to prepare answers to all the gaestions a*ked by the Opposition, and said they well knew when they put these questions on the order book that they could not be answered within any reasonshls time.

Mr. Underhay followed. He rpoke of the absurdity of the Governmen ‘s claim that the debt of the Province was $171,931 at the time they assumed power, and that this debt and the deficit of $30,000 was paid off with $158,000 of debentvres. He thought this proved conclusively that the debt was not $171,931 as claimed. He showed that the only fair way to compute the debt of the Prevince was to take the amount due at the end of each year, and poin:ed out that the Sullivan-McLeod Ad ministration during their eleven years o/ uffice, had increased the annual revenue ‘from Ottawa to the extent of $24,514 89 which being capitilized at 5 per cent. would represent an increase of cap ital amounting to $490,297 80. While they had made this increase at Ortawa they had drawn from the Land Office $51, 036 35 cver and above the interest, ano also suid land to the amount of $117,423 - making a total of $168,458.53. They left a debt of $130,242.79, making in all a tote of $298.70234 From this deduct tle hslance against the Province on the 3l- December, 1879, (less the quarter's salary to teachers) and we have an indebteu ness of $38,610 to be deducted from th: which would leave a1 indeb-edness of $260,092.34, which, taken from the $490,297.80, would leave» balance

When the Peters Governmen’ wok office there was a bilance shown to be jue in the Land Office on the 3lst Decem- der, 1890, of $411,886. Adding to this land sold during the year 1891, we have au amount of $418,347. D-duct from this the amount shown to be due the Land Office on the 3lst December, 1891, $347,938 and we have a balance cf $70,409 drawn from capital in that year. Then to the amount of $347,938, shown to b due on Dee. 3ist, 1891, and for land sold in 1892, $9 73272. and we have the smount of $357,670 72. From this delvet he amount shown to be due on Dec. Sist, 1892, is $324 899, and we havea balanc- of $32,771.72 drawn from capital in 1892 Add this to the $70,409 drawn from capital in 1891 and we have a total amount of $103 380.76, drawn from capital in the cwo years During the two years 1891 92 they sold debentures to the amount of $168,400. Add to this the balance against the Province on the 3lst Dec., 1892 (as shown by the Public Accounts) of $43,435 } 58, and we have a tot»l of $201,835.58 From this deduct the balance due on the 3lsat Dec., 1890, of $130.24279 and we have a balance of $71 572 79, which, added to the amount drawn from the Land Office over and above the interest of $103 380,92 and we have a total reduction of the assets of te Province in the two years of the present government's administration of $174.953 51,—or an annual reduction of $*7,476 75. Compare this with the average anoual increase of $20,903 during the eleven years of the Suilivan-McLeod Administra. tion, and we have an annual difference of $108.379 75 in favor of the late administra tion.

It being six o'clock the House adjourned for two hours.

After recess Mr. Underhay resumed his address on the motion to go into supply. He criticised the finances of the Province, and asked the government to point out any instance in which his statements were ):able to correction, He also pointed out the un- fair discrimination made in favor vf the rich, as against the poor, in connection with the sale of public lands, and charged that the statement of the Commissioner of Public Lands in reterence to reductions by the late government was not correct. He then criticised the working of the Public Works Department, showing that the expenditure for inspection had in some cases exceeded the amount paid for the labor of the contractors, and that amounts had been improperly paid for rights of way. He also charged that the reports of the supervisors had been withheld, and con- demned the road maxing machine as so injustice to poor people, some of whom depended upon the money earned working on the roads to buy seed in the spring. He also charged that road money waa not legally spent, and concluded by urging the Commissioner to have the sam of $200 set, apart for exhibition purposes at Souris. House then went into committee of sup- p'y, with Mr. Robertson in the chair. Messrs. Bentley, Shaw and Arsenau!t, took exception to the reduction of $50 exch in the salaries of the jiilors in Prince and King’s Counties, and thooght that the $300 at present paid was little enough. Mr. Benil-y suggested that the $100 it is pro- posed to save be taken off the $1,300 set down in the estimates as solary for the Attorney-General.

Hon, Mr. Peters said the keeper of the Jail at Georgetown. had nothing to do; but the keeper at Summerside had, and his case might possibly be considered later on.

Mr. Bentley thought the item of $600 for the maintenance of jails was tuo simali, in view of the fact that $750 was expeuded for this yurpose last year.

Messrs. Shaw and Bentley thought that the number of Executive Council ors might

expenses for mileage, etc.

Messrs. Bentley, Shaw and Arsenault spoke strongly in favor of increasing the salary of th: Chief Clerk injthe Education Office, as he was a very competent official. The two former thought it shouid be put up to $800, which sum was paid aim by the previous sdwinistracion, and M-. Arsenault thought he should get at least $100 more than his present salary, snd that the extra amvuunt be deducted from the $120C it is proposed to pay the Superintendent.

A discussion then took place over @ dis- crepancy of $1{ in. the amount of fees re ceived by the Eiucation Department im connection with the examination of students matriculating into Priuse of Wales Ovilege “ir. Shaw and others of the opposition claimed that the amount shown to be re ceived by the Education Report and the statement tabled by the Leader of the Gov- erament was not the same.

Hon. Mr. Peters claimed that the state ment was absolutely correct, acd that the Superintendent had paid the money he gut as fees to the persons who examined the students’ papers.

Mr. Bentley called the attention of the Leader of the Government to the fact that here was no amount in the estimates for an election.

Hon. Mr, Peters said that as there was no legal reason for an election unt! March next, he failed to see the necessity sf an eatimate for that purpose.

After some further dincussion and the passing of several items, the House ad- jourped.
