The Times publishes a communication supplied by Mr. Huoddart. It is a copy of the letter addressed to the late Sir John Macdonald by Andrew Allan, and is dated May 18, 1891, offering to supply, without qualification,20-knot steamships fora sub- sidy of £5,000 ver voyage.
