However, the only justification that can be given by those who voted for it last session government were m lebted to the banks, and were paying a larger rate of interest than we were receiving ai Ottawa. In addressing the House on that occasion | justified that withdrawal, and Iam still vf opinion that I was right, under the cir- cumstances, in pursuing that course. It is a well known fact that it was through the energy and industry of the present govern- ment that a large increase was m ade in our subsidy from the general government. We kaow that only a few years ago, the very idea that we could secure the payment of certain claims from the Dominion Govern- ment was derided by some hon. members of this House, and by some parties outside. I think it was during the session of 1886, when the hon. leader of the government stated that he expected to receive from Ottawa one-eighth of one million dollars, that hon. members of the opposition and their friends declared that the money would never cured. Well, what has been the result of the government’s pres- sing our claims upon the general govern- ment! Instead of receiving only one- eighth of one million dollars, the govern- ment have secured an addition of $20,000 to our annual subsidy from the Dominion treasury, which, I contend, represents at least $409,000 in capital. In fact, the hon. meniber for West River admitted this ses- sion that the $20,000 increase of subsidy was better than capital, as it could not be withdrawn. Many calculations have been made by hon. members respecting the pre- sent financial condition of the Province. I! think there should be no difficulty in ascer- taining our true position. On the 31st of December Jast our capital account stood thus:

Compare our present financial position with reference to capital at Ottawa with that of the year 1879, which was as follows,

By deducting the latter sum of $864,- 150.17 from $1,527,549.40, we find we have an increase in our capital, after withdraw- ing $200,000 therefrom, of no less than $463,399.25. lf we capitalize the $20,000 increase of subsidy at 5 per cent. instead of at 4 per cent., which may, perhaps, be considered by some as the fairest mode of calculation, it will represent the sum of $400,000.00 instead of $500,000.00. This will leave to our credit the sum of $363,- 399 23 increase of capital, instead of the before named sum of $463,399.23. Let us now look at our financial poei- tion in another way, as some hon. gentlemen on the other side of the House seem disposed to contest this mode of cal- culation.
